Scope of Work

MSE and Startup Relaxation

MSE relaxation is available for years of experience and turnover, subject to submission of valid supporting documents and compliance with quality and technical specifications. MSE purchase preference is also applicable. Eligible MSE service providers within the applicable L1+15% purchase preference band may receive purchase preference as per GeM and public procurement norms.

Startup relaxation for years of experience and turnover is not available in this tender.

Submission Guidelines

Bidders must submit their offer online through the GeM portal before the bid closing date and time. The bid is a single-packet bid, and the evaluation will be carried out on a total value-wise basis.

All required documents must be uploaded on GeM. The bid may be rejected if the bidder fails to upload the certificates or documents requested in the bid document, ATC, or corrigendum. Faulty, incorrect, incomplete, or non-compliant documents may also lead to rejection at any stage.

Payment Terms

Inspection, Warranty and Quality Conditions

The completed repair work will be physically inspected by a Board of Officers appointed by the purchaser. The bidder’s authorised representative may be required to remain present during inspection.

If the repaired work or service does not conform to the required specifications, the bidder must correct or replace the defective work at its own cost within the stipulated period. During the warranty period, any malfunction or defect must be rectified or replaced in situ by the vendor within 15 days of notification by the buyer.

Liquidated Damages

If the seller fails to complete the goods or services within the original or re-fixed delivery period, liquidated damages may be deducted at the rate of 0.5% per week or part thereof, subject to a maximum of 10% of the contract value, unless the delay is covered under force majeure conditions.
