Pre-Qualification Criteria

Submission Guidelines
Bidders must submit their bids online through the GeM portal. The bid is a Single Packet Bid, and all required documents should be uploaded digitally on GeM.
Important submission instructions:
- Submit the bid before the closing date and time on the GeM portal.
- Upload all required eligibility, turnover, experience and ATC-related certificates.
- Ensure wage components are quoted in compliance with applicable labour laws and minimum wage requirements.
- The service provider must pay wages/salaries to deployed manpower first and then claim payment from the buyer with statutory documents.
- Payment will be processed only after submission of invoices and supporting documents such as attendance sheet, logbook, service feedback and PF/ESI/EDLI payment proof.
- Payments to manpower resources must be made only through bank transfer; cash payment is not permitted.
- No advance payment will be made to the service provider.
