Scope of Work

The scope of work includes providing one light vehicle with a driver for official use at the Electricity 400 KV Sub Station Division, Muzaffarnagar. The vehicle will be hired for approximately five months and will be used for departmental purposes only.

The service provider will be responsible for making the vehicle available with driver as per departmental requirements. The vehicle must be maintained in good working condition, and fuel arrangements will be the responsibility of the service provider. The department will not provide fuel or other operating materials.

The vehicle usage will be limited to a maximum of 2,000 km per month. The driver will be required to maintain a logbook, and daily kilometre readings must be verified and signed by the authorised departmental officer.

Vehicle and Service Requirements

The vehicle must be in good condition and air-conditioned. The tender requires a vehicle model of January 2020 or later, and the GeM specifications mention model years from 2020 to 2025 with travel up to 75,000 km.

The service is required on a local 24x7 basis. The vehicle must be available with driver whenever required by the user department. The vehicle must not be used by the service provider for private purposes during the contract period.

In case the vehicle breaks down, the service provider must arrange a replacement vehicle within three hours. Failure to provide a replacement may attract penalty deductions from the service provider’s invoice.

Eligibility Criteria

Eligible bidders should be registered service providers on GeM and must be capable of providing vehicle hiring services as per the tender conditions. The bidder should have valid statutory and operational documents for the vehicle and driver.

The bidder should not have any FIR/blacklisting record by UPPTCL or any other board or corporation of the energy sector of any Indian state, central government, or foreign country. A self-declaration is required for blacklisting and litigation status.

Bidders must upload all certificates/documents required in the bid document, ATC, and corrigendum, if any. Non-uploading of required documents may lead to rejection of the bid.

Financial Criteria

The bidder must have a minimum average annual turnover of ₹2 lakh for the last three financial years. Documentary proof such as audited balance sheets or a certificate from a Chartered Accountant/Cost Accountant should be uploaded.

The estimated bid value is ₹1,88,286 inclusive of all taxes. This value is for guidance and eligibility determination and does not restrict the price to be quoted by bidders.

For similar service experience, the bidder should have completed similar services during the current and last three financial years as per one of the following conditions:

Submission Guidelines

The bid must be submitted online through the GeM portal. The tender follows a two-packet bid system, meaning bidders are expected to submit technical and financial details separately as per GeM requirements.

Bidders must ensure that all required documents are uploaded in the correct section. Price-related details should be submitted only in the financial bid. Any price element mentioned in the technical bid may lead to rejection, except where allowed by GeM rules.

The bidder must upload documentary evidence for turnover, experience, statutory registrations, vehicle documents, driver documents, and declarations required under the ATC.

Important Dates and Deadlines

Note: The ATC text mentions a contract period date range that appears inconsistent with the GeM bid date and the stated five-month duration. Bidders should verify the final contract start and end dates on the GeM portal or through any official corrigendum before submission.

Service Provider Responsibilities

The service provider will be responsible for fuel, vehicle maintenance, driver deployment, statutory compliance, traffic rule compliance, logbook maintenance, and ensuring uninterrupted vehicle availability. Toll tax or path tax may be reimbursed by the department as per rules, but the initial responsibility will lie with the vehicle owner/service provider.

The service provider must ensure compliance with labour laws and statutory obligations. Any claim related to the driver or deployed personnel will be the responsibility of the service provider, not the department.

Penalty and Contract Conditions

If the hired vehicle breaks down or becomes unavailable, the service provider must provide another vehicle within three hours. If the replacement is delayed, penalties may be deducted from the service provider’s bill. If the vehicle is not provided for the full day, a per-day penalty may apply, and payment for that day may not be released.

The competent authority reserves the right to cancel one or all tenders without assigning any reason. Disputes will fall under the jurisdiction of Muzaffarnagar.
