Scope of Work

The consultant will be responsible for both pre-tender and post-tender activities related to traffic engineering, road junction design, project preparation, bid management and construction supervision.

Pre-Tender Scope

The appointed consultant will coordinate with PMRDA engineers and traffic police officials, attend stakeholder meetings, and prepare an inception report covering project timeline, methodology and overall project visualization.

The consultant will conduct site visits, observe existing traffic conditions, identify congestion factors, carry out 24-hour traffic volume counts, undertake topographic surveys using total station, and analyse traffic capacity and volume-to-capacity ratios. The assignment also includes junction Level of Service analysis for AM and PM peak hours for both existing and proposed scenarios.

The consultant must prepare concept design options to reduce congestion, recommend junction geometry in CAD format, and include pedestrian infrastructure, universal accessibility, road signage, markings, traffic calming measures and speed control measures. Where applicable, the consultant will prepare signal timing plans based on traffic volume data and proposed geometric improvements.

The scope further includes microscopic traffic simulation, preparation of Initial and Final Traffic Congestion Mitigation Reports, stakeholder-based finalization of junction designs, incorporation of urban design elements such as bollards, flooring, crossings and decorative lighting, and development of concepts for leftover ROW spaces, central roundabouts or traffic islands.

The consultant will also prepare detailed cost estimates as per SSR/rate list approved by the client or PWD Maharashtra, obtain technical sanction, prepare bid documents for appointment of executing agencies/contractors, and assist PMRDA during the tendering and pre-bid process.

Post-Tender Scope

After contractor selection, the consultant will assist PMRDA in allotment of work to the successful bidder, prepare required layouts, working drawings, GFC drawings and RCC drawings, and conduct technical surveys of the existing neighbourhood and road network.

The consultant will supervise construction activities, provide technical guidance to PMRDA officers and contractors, verify work as per sanctioned project specifications, take and verify measurements of work executed by contractors, and support preparation of running bills and final bills.

The consultant will also prepare the Project Completion Report, revised DPR if required, Project Closure Report, excess/saving statements for quantity and amount, and a post-implementation monitoring summary report after six months of permanent installation of the revised junction design, signalisation and traffic circulation plan.

Eligibility Criteria

Eligible applicants should be Indian firms incorporated under the Companies Act, 2013; LLP Act, 2008; or registered partnership firms under the Indian Partnership Act, 1932. Foreign firms must be established under relevant laws of their respective country and must have at least one operational office in India existing for at least one year before proposal submission.

Joint Venture or Consortium participation is permitted due to the specialized nature of the work. The consortium may be between a Project Management Consultant and a Traffic Engineering Consultant. The Project Management Consultant must be the lead bidder and will remain responsible for coordination with PMRDA and delivery of the assignment.

The consultant should have a registered office in India and must submit incorporation and GST registration documents. The firm must not be blacklisted, debarred or suspended by any government, semi-government authority or funding agency. The bidder must also submit an undertaking/affidavit confirming that documents submitted with the tender are true and correct.

The lead bidding organization should have at least 8 staff members on its registered payroll and must set up a project office in PMRDA/Pune/Pimpri Chinchwad city after award of the tender.

Minimum Experience Criteria

Similar projects refer to consultancy assignments involving Project Management Consultancy along with pre-tender services, detailed design, design engineering, DPR preparation, bid process management, tender document preparation or Owner’s Engineer services related to junction development works in road projects.

Completion certificates must be issued by an officer not below the rank of Executive Engineer.

Technical Evaluation

The tender will be evaluated through QCBS methodology. The technical proposal carries 80% weightage and the financial proposal carries 20% weightage. Bidders must secure at least 70 marks in technical evaluation for opening of the financial bid.

The technical evaluation includes turnover, relevant project experience, presentation on completed projects and methodology, staff strength, and relevant experience of key personnel. Key personnel include Team Leader/Senior Traffic Engineer, Senior Urban Designer, Senior Architect, Highway Engineer, Electrical Engineer, Quality Engineer, Surveyor and Safety Apprentice/Jr. Transportation Engineer.

Submission Guidelines

Bidders must submit proposals online through the Maharashtra tender portal. The technical proposal and financial proposal must be submitted in the prescribed formats. The technical proposal must not contain financial information; otherwise, it may be treated as non-responsive.

The proposal must remain valid for 120 days from the proposal due date. Late or delayed submissions will not be accepted.
