Scope of Work

The selected service provider will be required to provide security personnel for Rajiv Gandhi Seva Kendra buildings and related premises under Panchayat Samiti Mandalgarh.

The broad scope includes:

1. Providing security guards for Rajiv Gandhi Seva Kendra buildings at Gram Panchayat level.
2. Ensuring protection of buildings, computers, solar systems, furniture, records, equipment, and other assets.
3. Maintaining security and vigilance within the premises during the contract period.
4. Ensuring deployment of eligible and medically fit personnel.
5. Providing uniforms and necessary security equipment to deployed personnel.
6. Ensuring compliance with labour laws, minimum wage provisions, EPF, ESI, GST, and other statutory obligations.
7. Ensuring timely salary payment to deployed workers through bank account / RTGS / account-payee cheque.
8. Submitting monthly bills along with required statutory proof and attendance/service certification.

Eligibility and Pre-Qualification Criteria

The tender is intended for security service providers/agencies that meet statutory and technical eligibility requirements.

Eligible bidders should have valid registration or authorisation under applicable laws, including:

1. Rajasthan Contract Labour (Regulation and Abolition) Act, 1970.
2. Employees’ Provident Fund Act, 1952.
3. Employees’ State Insurance Act, 1948.
4. GST registration.
5. Registration under Rajasthan Shops and Commercial Establishments Act, 1958, or applicable partnership/company registration laws.
6. Security service provider licence/permission issued by the Home Department, Jaipur, or Rajasthan Police Academy, Jaipur.
7. PAN card and relevant identity/statutory documents.

The bidder should not be blacklisted or debarred by any government department. Agencies with unsatisfactory performance in past Gram Panchayat-related work may be considered ineligible.

Financial Criteria

The document mentions turnover/gross receipt-related eligibility. The bidder should have gross receipts/turnover equal to or more than the tender value in any two years out of the last three years.

The tender value is ₹49,00,000. Therefore, bidders should be able to demonstrate turnover/gross receipts of at least ₹49,00,000 in the required years, as supported by income tax returns, profit and loss account, balance sheet, and chartered accountant certification.

Minimum Wage and Financial Bid Format

The financial bid format provides for deployment of 32 unskilled security guards, as per requirement. The minimum wage indicated in the format is ₹285 per day. EPF and ESI components are shown separately in the financial format.

Bidders are required to quote service charges per month per security guard. The quoted amount should not be negative, zero, or in decimals. The service charge must be clearly mentioned in the financial bid format.

Tender Fee, Processing Fee and EMD

The bidder must submit the required fee and security amounts through prescribed modes.

Submission Guidelines

Bidders must download and upload the tender through the Rajasthan e-procurement portal. The tender documents can also be viewed through the Rajasthan State Public Procurement Portal.

The bidder must upload signed and self-attested copies of all required documents. After online submission, uploaded documents along with fee instruments must also be physically submitted at the Panchayat Samiti Mandalgarh office by the prescribed deadline.

Only those bidders who qualify technically after document verification will be considered for financial bid evaluation.

1. Tender Fee Demand Draft of ₹500.
2. Processing Fee Demand Draft of ₹500 in favour of MD, RISL, Jaipur.
3. EMD / Bid Security of ₹98,000 through Demand Draft / Banker’s Cheque.
4. GST registration certificate.
5. PAN card copy.
6. Experience certificate, as required in the tender.
7. Affidavit on ₹50 non-judicial stamp paper.
8. Bank passbook or cheque copy.
9. Aadhaar card or other government identity proof.
10. Copy of GST return for 2026, as applicable.
11. Income tax returns for the last three years.
12. Profit and loss account and balance sheet, certified by a Chartered Accountant.
13. Signed tender terms and conditions.
14. Registration under Rajasthan Contract Labour Act, 1970.
15. Employees’ Provident Fund registration.
16. Employees’ State Insurance registration.
17. GST challan or proof of statutory compliance.
18. Registration under Shops and Commercial Establishments Act / Partnership Act / Company Act, as applicable.
19. Security service provider licence or authorisation issued by the competent authority.
20. Declaration regarding non-blacklisting / non-debarment.
21. Declaration that bidder is not related to Panchayat Samiti Mandalgarh staff or Gram Panchayat staff.
