Pre-Qualification Criteria
Financial Criteria
The bidder must meet the following financial requirements:
- Minimum average annual turnover of ₹50 lakh during the last three financial years.
- Turnover certificate must be issued by a Chartered Accountant.
- Financial capability statement must include turnover and net worth details for FY 2023–24, FY 2024–25, and FY 2025–26.
- The organization should be profit-making with positive net worth for each of the last three financial years.
- Financial bid must be submitted in the prescribed format for the cost of development of 1 minute e-content video, including all activities under the scope of work.
- GST must be disclosed separately.
- The financial quote must remain valid for 180 days from the date of submission.
- Payments will be milestone-based: 40% after approval of draft modules/storyboards and 60% after final delivery and acceptance of complete content.
- TDS deduction and GST-compliant invoicing will apply as per applicable laws.
Tender Fee and EMD
The RFP document reviewed does not mention any tender fee or Earnest Money Deposit (EMD) requirement. Bidders should verify the latest clarification, if any, from ESSCI before submission.
Evaluation Methodology
ESSCI will follow a two-stage evaluation process:
Stage 1: Document Verification and Eligibility Screening
This stage is qualifying in nature. Only bidders who meet the document verification and eligibility requirements will proceed to the next stage.
Stage 2: Technical Presentation and Financial Evaluation
The final evaluation will follow the Quality and Cost Based Selection (QCBS) method with the following weightage:

The minimum qualifying score in the technical evaluation is 60 out of 80 marks. Financial bids will be opened only for technically qualified bidders.
The financial score will be calculated using the formula:
Financial Score = (L1 ÷ Bn) × 20
Where:
- L1 = Lowest financially compliant bid amount
- Bn = Bid amount under consideration

All bids must be submitted through physical/postal mode only. Digital or email submissions will not be accepted. The proposal must be submitted to:

- All documents must be self-attested, properly authenticated, signed, and stamped by the competent authority of the bidder organization. Incomplete, unsigned, improperly sealed, late, or non-compliant proposals may be rejected.

Important Compliance Notes
Submission of the proposal will be treated as unconditional acceptance of the original RFP, Addendum–01, Addendum–02, all appendices, declarations, and evaluation conditions issued by ESSCI.
ESSCI reserves the right to accept or reject any proposal, seek clarifications, amend evaluation criteria, cancel or modify the RFP process, and take final decisions through the Tender Evaluation Committee. All decisions of ESSCI and the Tender Evaluation Committee will be final and binding.
