Scope of Work
The selected agency will provide consultancy and technical survey services for road assessment under Uluberia Highway Sub Division. The scope includes:
- Carrying out Falling Weight Deflectometer Test over flexible pavement as per applicable IRC guidelines.
- Conducting a 7-day traffic survey.
- Conducting a topographical survey.
- Carrying out axle load spectrum survey.
- Conducting existing road crust profiling.
- Excavation of road crust pits for checking existing thickness of bituminous and granular layers.
- Compilation of FWD test results using KGPBACK and IITPAVE software to assess remaining fatigue life and rutting life of the existing pavement crust.
- Submission of 5 sets of hard copy reports and 1 set of soft copy report for each road.

- Axle Load Spectrum Survey for at least 10 projects in the last 3 years.
- Conclusive proof of ownership of Falling Weight Deflectometer equipment, such as tax invoice, way bill or e-Challan.
- Consultancy services for at least 20 road projects under PWD, West Bengal in the last 3 years.
- Preparation of at least 10 road work DPRs using results obtained from KGPBACK and IITPAVE software in the last 3 years.

Submission Guidelines
The tender must be submitted online through the Government of West Bengal e-tendering system. Bidders must be registered on the e-procurement portal and should use a valid Digital Signature Certificate for submission.
The bid must be uploaded in two folders:
- Technical Proposal
- Financial Proposal
All uploaded documents must be virus-scanned and digitally signed. Conditional or incomplete quotations will not be accepted. Bidders are advised to carefully review the NIQ, WBF-2911, BOQ and any corrigendum before submitting their bid.

Important Conditions for Bidders
- The successful bidder must arrange all materials, machinery and equipment required for testing at its own cost.
- The agency must coordinate execution with local authorities.
- Any change in testing arrangements or schedule will be subject to site conditions and instructions of the concerned authority.
- The bidder must inspect the site and understand site conditions before quoting rates.
- Payment will depend on availability of funds, and no claim will be entertained for delay in payment or work order issuance.
- The successful quotationer may be required to produce original documents before issuance of work order.
- If any credential or submitted document is found false, fabricated or manufactured, the quotation may be rejected and EMD may be forfeited.
- The department reserves the right to reject any or all quotations without assigning reasons.
- No arbitration provision will apply as Clause 25 of WBF-2911 is omitted for this tender.
