Scope of Work

The selected agency / NGO / NPO will be responsible for conducting IEC, Capacity Building and handholding activities in allocated areas under Municipal Council Sirsa. The broad scope includes:

1. Door-to-door behavioural change and IPC activities focused on four-stream segregation of solid waste at source, including wet waste, dry waste, sanitary waste and special-care waste.
2. Awareness on home composting, alternatives to single-use plastics, no burning of waste, and use of RRR Centres.
3. Survey, gap analysis and rapport building to support source segregation and zero-waste ward initiatives.
4. Preparation, printing and distribution of IEC / capacity building materials, cloth banners, certificates, awards and refreshments for stakeholders.
5. Skilling and up-skilling of stakeholders through sensitisation sessions.
6. Appointment of project staff as per EOI requirements, including Programme Manager, Technical Consultant and Community Mobilisers.
7. Support in developing “Best out of Waste” Eco Park.
8. Handholding support in setting up and operation of RRR Centres.
9. Establishment of at least one model Zero Waste Ward within MC Sirsa jurisdiction.
10. Conduct of Nukkad Natak, cultural programmes, workshops, seminars, outdoor branding, digital van activities and documentary film production.

Eligibility Criteria

Eligible applicants may include Non-Profit Organizations / NPOs such as societies, trusts and Section 8 companies, as well as eligible agencies registered under applicable laws. The tender requires the agency to satisfy the following conditions:

1. The agency must be registered as a non-profit or for-profit organization, such as a society, trust or company registered under the Companies Act, 1956/2013.
2. The agency should not be blacklisted by any Urban Local Body or Government of Haryana.
3. The agency must be registered on the Government of India Darpan Portal.
4. The agency must possess a valid PAN.
5. The agency should be registered in Haryana.
6. The agency must have valid GST registration issued by the Government of Haryana.
7. The agency must be a registered MSME.
8. The agency must be registered under the Haryana Labour Department Act, 1970 with a minimum of 50 workers.
9. The agency must be registered with ESIC and EPFO and submit registration certificates and ECR challans for the last six months.
10. The agency must be registered under the Haryana Shops and Commercial Establishments Act, 1958.
11. The agency should possess ISO 9001:2015, ISO 14001:2015 and ISO 45001:2018 certifications.
12. Police verification reports of the owner should not be older than three months from the last date of bid submission.
13. The agency / society should have experience in holistic Capacity Building activities, SBM, sanitation work, waste management or similar activities.

Professional Qualification Criteria

The bidder should demonstrate technical, professional and managerial capability to conduct IEC and Capacity Building assignments. Relevant experience in SBM, sanitation, waste management, source segregation, community awareness, stakeholder mobilisation, workshops, field campaigns and similar public engagement activities will be important for evaluation.

Special Preference / Reservation

The EOI mentions special preference and exclusive reservation for Cooperative Labour & Construction Societies consisting entirely of women members or Scheduled Caste members and registered in Haryana, as per Haryana Government guidelines for tenders up to ₹7 crore on the first invitation.

Submission Guidelines

Bidders must submit the EOI / tender online through the Haryana e-Tender portal in the prescribed format. The bid should be complete in all respects and supported by all required documents. Rates are to be quoted online only in the financial bid format. The successful bidder will be required to sign an agreement with Municipal Council Sirsa.
