Scope of Work
The scope of work includes providing outsourced Warden manpower for institutions under the District Social Welfare Officer (Developing Caste), Porbandar. The service provider will be responsible for deploying suitable manpower as per the qualification, experience, wage and service conditions specified in the tender.

Pre-Qualification Criteria
Bidders must submit the required pre-qualification details and supporting documents with the technical bid. The agency should provide details of its registration, business history, statutory registrations and financial credentials.
The pre-qualification form requires details such as agency name, registered address, contact details, owner/partners/authorised person details, year of establishment, statutory registration details, PF, ESIC, GST, PAN and annual turnover details.
The agency must also submit a notarised affidavit on ₹300 stamp paper confirming that it has a clean record, no default with financial institutions, no police/court case, no previous penalty or punishment, and has not been blacklisted by any government department, office, board, corporation or authority.
Eligibility Criteria
Eligible bidders should be registered service providers capable of providing manpower outsourcing services. The bidder must comply with the technical requirements of GeM and the buyer’s additional terms.
Key eligibility points include:
- Bidder must be eligible to provide manpower outsourcing services on GeM.
- Bidder must provide required documents related to experience criteria and turnover.
- Service provider should have office presence in Gujarat.
- MSE and DPIIT-registered Startup relaxation is available for experience and turnover criteria, subject to submission of valid supporting documents.
- Bidder must comply with labour laws, wage requirements, PF, ESI and other applicable statutory obligations.
- Bidder must not mention financial/price elements in the technical bid.

Submission Guidelines
Bidders must submit their bids online through the GeM portal before the closing date and time. The bid is a Two Packet Bid, meaning bidders should submit technical and financial details separately as per GeM requirements.
Important submission points:
- All documents must be uploaded online on the GeM portal.
- Technical bid must include eligibility, experience, turnover and ATC documents.
