Scope of Work
The EOI covers the selection of partners for providing skill development training and training infrastructure for the end customer. The selected bidder partner will support planning, implementation, coordination, monitoring, training delivery, mobilization, infrastructure support and placement facilitation.
Scope A: Infrastructure / Equipment Provider
The selected partner will be responsible for infrastructure, equipment, operational support and project management assistance required for effective training implementation. Key activities include:
- MIS and portal data management
- Training infrastructure setup and management
- Supply of equipment, tools and consumables
- Printing and stationery support
- Study material and tool kit support
- Digital and classroom training facilities
- Project monitoring and reporting support
- Maintenance and operational coordination of training resources
Scope B: Mobilization, Publicity and Logistics Provider
The selected partner will support candidate outreach, awareness generation and logistics for smooth execution of training programmes. Key activities include:
- Advertisement and promotional activities
- Awareness campaigns, orientation programmes and seminars
- Candidate mobilization and counselling
- Community outreach and stakeholder engagement
- Logistics and travel arrangements
- Catering and refreshment support during training/events
- Coordination of training schedules and participant management
- Event execution and administrative support
Scope C: Faculty, Support Staff, Coordination and Placement Provider
The selected partner will provide qualified manpower, training coordination, certification support and placement assistance. Key activities include:
- Accreditation and affiliation support for training centres
- Deployment of qualified trainers and support staff
- Training coordination and batch management
- Assessment and certification support
- Industry coordination and placement facilitation
- Post-placement tracking and reporting
- Monitoring trainee progress and performance
- Ensuring compliance with applicable quality and training standards

The bidder must be a legally registered entity in India. The bidder may apply as a sole bidder or as a consortium with a maximum of two members. A bidder or consortium member is permitted to apply for only one scope/category of work.

Submission may be made either in person or through registered post / speed post. All documents must be properly indexed and page-numbered. The EOI follows a single-packet system, where the technical bid and financial bid should be submitted separately but within the same envelope.
Financial Bid
The financial bid must be submitted as per the prescribed format in Annexure VII. Bidders may quote for only one scope of work category. The bidder quoting the lowest rate per candidate/hour for the respective scope of work may be considered for award, subject to fulfilment of eligibility and technical requirements.

Evaluation Criteria
Bids will be evaluated based on eligibility criteria, technical capability, financial strength, project execution experience, manpower capability, infrastructure readiness and placement support capacity.
The evaluation will be conducted separately for each scope of work:
- Scope A: Infrastructure / Equipment Provider
- Scope B: Mobilization, Publicity & Logistics Provider
- Scope C: Faculty, Support Staff, Coordination & Placement Provider
The technical evaluation carries 70% weightage and the presentation carries 30% weightage. Financial bids will be opened only for technically qualified bidders. The final financial selection will be based on L1 among technically qualified bidders.
Performance Security / PBG
The successful bidder will be required to submit a Performance Bank Guarantee / Security Deposit, if applicable, based on the agreed scope of work. If the applicable PBG amount is less than ₹2,00,000, it may be submitted through online transfer, demand draft or another mode acceptable to CU Punjab within 15 days from the date of issuance of LoI / Work Order.
