Scope of Work
The tender is for deployment of outsourced manpower at Military Dental Centre, Meerut. The scope includes administrative support, patient facilitation, reception management, clerical assistance, conservancy services and general maintenance support.
1. Data Entry Operator
The Data Entry Operator will be deployed mainly for reception and patient-management support. Key responsibilities include:
- Managing receptionist duties and digitisation-related reception work.
- Allotting specific surgery to patients based on specialist treatment requirements.
- Maintaining patient records for those reporting for treatment.
- Upkeep of the reception and patient waiting area.
- Supporting patients with soft skills, empathy and basic assistance.
- Assisting patients towards respective surgeries and accompanying them when required.
2. Office Assistant
Office Assistants will support existing manpower in administrative and clerical work. Responsibilities include:
- Basic computer-related support.
- Maintenance and upkeep of documents, stores and ledgers.
- Clerical duties as required by the respective department.
3. Lady Attendant
The Lady Attendant will provide support to female patients. Responsibilities include:
- Accompanying lady patients during treatment.
- Supporting cleanliness of the patient waiting area.
- Providing personalised assistance to female patients in OPDs.
- Assisting during dental examination, treatment and patient mobility.
4. Conservancy Staff
The conservancy staff will be responsible for hygiene, sanitation and biomedical waste support. Responsibilities include:
- Cleaning, sweeping, sanitisation and disinfection of dental surgeries.
- Collection of biomedical waste from dental surgeries.
- Segregation of waste as per biomedical waste policy.
- Deposition of segregated waste at the central BMW facility.
5. General Support / Multi-Tasking Support
The manpower may also be used for unit-level support activities such as:
- Upkeep of heating devices and coolers for patient care.
- Distribution of patient comfort aids and recreational items in waiting areas.
- Maintenance of sanitation and cleanliness in waiting areas and dental surgeries.
- Assistance to specially abled patients from and to dental surgeries.
- Support in recovery room and radiography room.
- General cleaning and upkeep of unit and surrounding areas.
- Dispatch of medical stores items to dependent ECHS polyclinics.
- Upkeep and cleanliness of overhead water tanks of the unit.

Pre-Qualification Criteria
Bidders must meet the following key pre-qualification requirements:
- The bidder should be an eligible GeM-registered service provider.
- The bidder should have experience in providing same or similar manpower outsourcing services.
- Minimum past experience required: 3 years.
- Past experience should preferably be with Central Government, State Government, PSU or similar institutional clients.
- The bidder must have the required geographical presence in Uttar Pradesh, as specified in the bid.
- The bidder must upload all documents required under the bid, including experience proof, turnover proof and certificates requested in ATC.
- MSE and DPIIT-recognised Startup bidders may claim relaxation in turnover and experience criteria, subject to valid documentary proof.

Experience Criteria
The bidder must have executed similar services during the prescribed period. For similar service experience, any one of the following may be considered:
- Three similar completed services costing not less than 40% of the estimated cost; or
- Two similar completed services costing not less than 50% of the estimated cost; or
- One similar completed service costing not less than 80% of the estimated cost.
