Scope of Work

The scope covers the establishment of a Multi Skill Development Centre at Talakal in Koppal District on an item-rate basis. The works are broad civil and infrastructure development works, including construction of RCC framed structure building and allied development activities.

Eligibility Criteria

Eligible bidders must meet the following conditions:

1. The bidder should be a Class-I Contractor registered with Karnataka PWD, CPWD, MES, NHAI, Railways or National Highways.
2. The tender is open to eligible contractors under the two-cover tender system.
3. Joint Ventures / Consortia are not acceptable.
4. The bidder must not be under any declaration of ineligibility for corrupt or fraudulent practices issued by the Government of Karnataka.
5. Conditional tenders will be rejected.
6. Each bidder can submit only one tender for the project.
7. Bidders must submit all required qualification information and supporting documents through the e-procurement portal.

Pre-Qualification Criteria

To qualify for award of contract, the bidder must satisfy the minimum qualification criteria for the financial years 2021–22 to 2025–26.

1. Turnover Requirement

The bidder must have achieved, in at least two financial years, a minimum average annual financial turnover of ₹9,928 lakh in civil engineering construction works. The turnover must be supported by a CA-certified turnover certificate with UDIN, profit and loss statement and ITR face sheet.

2. Similar Work Experience

The bidder must have satisfactorily completed, as a prime contractor, at least one similar RCC framed structure building work of value not less than ₹2,482 lakh. The completion certificate must be issued by a competent authority not below the rank of Executive Engineer.

The bidder or identified sub-contractor must hold a valid electrical licence for building electrification works and must have executed similar electrical works totalling ₹319 lakh in any one year.

5. Water Supply / Sanitary Works Requirement

The bidder or identified sub-contractor must hold a valid licence for building water supply / sanitary works and must have executed similar works totalling ₹64 lakh in any one year.

6. ESIC and EPF Registration

The bidder must be mandatorily registered with Employee’s State Insurance Corporation and Employees’ Provident Fund and must upload registration certificates along with paid challans for the last three months. Non-compliance may lead to rejection.

7. Site Visit Requirement

The bidder must visit the proposed site, sign the attendance register at the construction site, submit a feasibility report regarding men, material and work completion to GTTC, obtain acknowledgement, and upload the acknowledged document with the technical bid by 03 June 2026 up to 17:00 hrs.

8. Equipment Requirement

The bidder must demonstrate availability of key equipment, owning at least 50% and arranging the remaining through hire/lease with commitment documents. Required equipment includes batching plant, concrete mixers, centering sheets, JCB/excavator, tippers and water tankers.

Submission Guidelines
