Basic Tender Details

The important dates, tender fee, EMD, estimated cost, bid validity and online submission requirement are specified in the e-bid document.

Important note: The main important-date page and tender notice mention EMD as ₹11,500, while one terms page refers to ₹11,000. For website publication, ₹11,500 should be used as the primary value, with bidders advised to verify the amount from the official tender portal before payment.

Scope of Work

The selected contractor will be responsible for running and maintaining mess/catering services during the MAITRI training programme and other university events at SVPUA&T, Meerut. The work includes catering services for 35 days during MAITRI training in 4–5 batches, along with short-duration programmes and other university functions.

The scope includes:

1. Breakfast, lunch, dinner, tea, snacks and high tea during training programmes.
2. Catering support for inaugural and valedictory functions.
3. Food and catering arrangements for other university programmes as and when required.
4. Preparation of food only in the designated kitchen area.
5. Arrangement of required catering equipment, utensils, burners, tandoor, refrigerator, deep freezer, food warmer/oven and related infrastructure by the contractor.
6. Maintenance of hygiene, food quality, cleanliness of kitchen area and safe food handling.
7. Use of approved food items such as pulses, rice, ghee, oil, milk products, tea and coffee as per FSSAI/AGMARK standards.

The tender document also provides menu details for tea, coffee, lassi, tea with biscuits, high tea/snacks box, breakfast, lunch and dinner. For the MAITRI training programme, the menu includes rotational breakfast options, lunch, dinner, special meals, two teas per day per candidate and high tea during programme functions.

Pre-Qualification Criteria

The technical bid format specifically asks for PAN, GST registration, food license, annual turnover proof, ITRs, relevant experience certificates and payment transaction details.

Eligibility Criteria

Eligible bidders should be catering contractors/firms capable of providing food and mess services for training programmes and university events. The bidder must have relevant experience supported by documentary evidence from a Government organization, public/private company, recognized academic institution or university.

The bidder must also comply with all tender terms and conditions, submit complete documents in the prescribed format and ensure that the technical and financial bid are uploaded properly on the e-Tender portal. Incomplete bids, bids without EMD or processing fee, or bids not submitted in the required format may be rejected.

Financial Criteria

The agreement section states that the successful contractor will be required to furnish a bank guarantee of ₹21,000 in favour of Comptroller, SVPUA&T Meerut, within 10 days from the date of issuance of work order.

Tender Fee and EMD Details

The tender document clearly states that the EMD and e-Bid processing fee must be paid online through RTGS/NEFT/IMPS/UPI and that transaction details must be provided in the technical bid.

Submission Guidelines

Bidders must register on the UP e-Tender portal and submit the tender online. Technical and financial bids must be uploaded before the closing date and time. The bidder must use a valid Digital Signature Certificate and upload documents in the required format. The BOQ/Price Schedule should be submitted in XLS/PDF format as prescribed in the tender document.

1. Register on https://etender.up.nic.in.
2. Download and carefully review the tender document and BOQ.
3. Pay the tender processing fee and EMD separately through RTGS/NEFT/IMPS/UPI.
4. Upload payment proof with UTR/transaction details.
5. Upload technical bid documents in PDF format.
6. Upload financial bid/BOQ in the required format.
7. Digitally sign all uploaded documents.
8. Ensure page numbering of the uploaded tender file.
9. Submit before 29 May 2026 at 10:00 AM.
10. Late submissions will not be accepted.

The tender document also states that the bidder should sign every page of the tender and annexures and that no page should be removed or detached from the tender document.

Important Dates

The tender notice confirms that the completed tender with proof of fee and EMD must be uploaded before 10:00 AM on 29 May 2026, and the technical bid will be opened at 11:30 AM on the same date.
