Scope of Work
The scope of work includes plumbing-related installation and fitting work for a solar heater system at HB 2 of Netaji Subhas Training Institute of Agricultural Marketing, Baidyabati, Hooghly. Based on the tender and BOQ, the work broadly includes:
- Supply, fitting and fixing of gunmetal wheel valves.
- Supply and installation of full-way gunmetal Peet’s valves.
- Supply, fitting and fixing of G.I. pipes for underground works with necessary accessories such as sockets, bends, tees, unions, crosses, elbows, nipples and other fittings.
- Plumbing pipeline work in different diameters including 15 mm, 25 mm, 32 mm and 40 mm.
- Labour work for fitting and fixing exposed and concealed G.I. pipes with holder bat clamps, threading, jointing materials and painting.
- Installation of chromium-plated bib cocks with wall flange.
- Execution as per applicable PWD West Bengal schedule, relevant specifications, quality requirements and instructions of the Engineer-in-Charge.
Pre-Qualification / Eligibility Criteria
Eligible contractors must have relevant experience in similar nature works. The bidder should have satisfactorily completed, as a prime agency, similar work during the last five years prior to the date of issue of the tender notice. The tender specifies either one similar completed work of not less than 40% of the estimated tender value or two similar completed works of at least 30% each of the estimated value. Completion certificates must be issued by competent authorities such as Executive Engineer or equivalent authority from Government / statutory / autonomous bodies. Payment certificates alone will not be treated as credentials.

The prospective bidder must have a minimum average annual turnover of at least 50% of the estimated amount put to tender, calculated on the basis of annual accounts of the preceding three years. Since the estimated value is ₹2,17,788, the minimum average annual turnover requirement is approximately ₹1,08,894. Annual accounts must be submitted as required in the tender document. For firms where turnover exceeds ₹1 crore, audited accounts are required; for companies, audited accounts are required irrespective of turnover.

Submission Guidelines
Bidders must submit both the Technical Bid and Financial Bid online through the West Bengal e-Tender portal. The bids must be digitally signed by the tenderer. The technical bid should include EMD payment / exemption proof, qualification documents, statutory documents, credentials, affidavits and undertakings. The financial bid should include the priced BOQ as per the prescribed format. Conditional or incomplete bids will not be accepted.
The successful bidder will also be required to submit two sets of all tender documents, BOQ and execution programme in hard copy within seven days from the receipt of the Letter of Acceptance. Failure to comply may result in rejection or termination with forfeiture of EMD.
