Scope of Work

The tender covers electrical repair, replacement and maintenance works related to LT distribution infrastructure at the specified defence establishment. The broad scope includes maintenance of LT distribution overhead lines, LT cables, poles, insulators and connected items.

The particular specifications also refer to cable-related execution requirements, including cable laying, cable terminations, straight-through joints, cable testing, cable records, conductor specifications for overhead transmission, and safety/technical standards for underground and overhead electrical works.

Pre-Qualification and Eligibility Criteria

For MES-Enlisted Contractors

Bidders enlisted with MES must be in Class “D” and above and Category “b(i)”. Their participation is subject to satisfactory performance remarks in the Work Load Return or any other report issued by the competent engineer authority.

For Contractors Not Enlisted with MES

Non-enlisted contractors must meet the MES enlistment criteria for Class “D” and above, Category “b(i)”, including similar work experience, annual turnover, bank solvency, working capital and other requirements as per the MES Manual of Contracts 2020. They must not have adverse remarks in MES work reports, if already working with MES, and must not be suspended, debarred or blacklisted by any government department, PSU, autonomous body or local body as on the bid submission end date.

Foreign firms are not eligible. Indian firms involving foreign nationals or Indian nationals staying abroad / having foreign citizenship as directors may be considered only subject to security clearance.

Financial Criteria

The tender has an estimated cost of ₹48.94 lakh. Bidders must submit a tender document fee of ₹500 through DD/Banker’s Cheque and, where applicable, an EMD of ₹97,880 in favour of GE(U), Secunderabad.

The successful contractor must submit Performance Security equal to 5% of the contract sum within 28 days of receipt of the Letter of Acceptance. Failure to submit performance security within the prescribed time may lead to cancellation of award and consequences as per GCC provisions.

Submission Guidelines

The tender follows a single-stage, two-cover e-tendering system. Cover-I is the technical bid and Cover-II is the financial bid. Bids are to be submitted online, and no tender submitted physically, by email, fax, hand delivery or post will be treated as a valid bid.

Bidders must upload the required scanned documents on the portal. The BOQ must be quoted only in the prescribed BOQ file, and no alteration to the BOQ format is allowed. Original physical DDs and EMD instruments, wherever applicable, must reach the office of the Accepting Officer within 7 days of the bid submission end date.
