Scope of Work

   Construction cost of science park, grouting, iron pipes, SS pipes, raw material for science park, welding rods, cutters, gear, fibre-glass-related material, and paint.
5. Decorative and environmental elements
   Plants for conference hall and office, arboriculture, and Kumaoni art work.

Pre-Qualification Criteria

Bidders should meet the following pre-qualification requirements:

1. The bidder should have 3 years of experience in the same or similar service.
2. Minimum average annual turnover of the bidder should be ₹3 lakh.
3. OEM average turnover should be ₹5 lakh.
4. Past performance requirement is 20%.
5. The bidder/OEM should have supplied same or similar category products in at least one of the last three financial years to a Central/State Government organisation or PSU.
6. MSE and DPIIT-registered Startups may claim relaxation from experience and turnover criteria, subject to submission of valid supporting documents.

Eligibility Criteria

The tender is reserved for Make in India products and also marked as reserved for MSE. The Make in India requirement specifies procurement from Class-I local suppliers, with minimum local content requirements as per the bid conditions.

MSE participation is subject to valid Udyam Registration and online validation through the Udyam portal. The document also states that traders are excluded from MSE reservation benefits; the bidder should be the manufacturer/OEM for goods or service provider for services.

4. ePBG Duration: 14 months
5. Bidder Turnover: ₹3 lakh average annual turnover for 3 years
6. OEM Turnover: ₹5 lakh average annual turnover for 3 years
7. OEM Net Worth: Positive as per last audited financial statement

The bid document clarifies that the estimated bid value is declared for guidance on EMD and eligibility criteria such as turnover, past performance and experience, and is not the basis for determining the quoted price reasonableness.

Tender Fee and EMD Details
