Scope of Work

The scope covers construction-related works for security infrastructure at the Coordination and Training Center, Balaghat. The work includes construction of Guard Room, plinth protection, and Santri Movement Pathway. The schedule of items includes civil/building works such as excavation, cement concrete, RCC work, reinforcement, filling, masonry, plastering, finishing, flooring and allied construction items.

The tender is based on applicable SOR rates for building, road and electrical work. Building and electrical works refer to the MPPWD SOR effective from 01.01.2024, adopted by MPPHIDC from 12.01.2024, while road work refers to the MPPWD SOR effective from 11.04.2025, adopted by MPPHIDC from 01.02.2026.

Pre-Qualification Criteria

Eligible bidders must be contractors registered under the MPPWD Centralized Registration System in the appropriate class/category. The tender is also open to contractors registered in eligible categories with CPWD, Railways, MES, Central Public Undertakings, Central Government Departments, other State Governments and other State Public Sector Undertakings.

Contractors whose contracts have been terminated under M.P. Police Housing & Infrastructure Development Corporation Ltd. due to contractor default are not eligible to participate for three years from the date of termination.

For any electrical component of the work, execution must be through contractors holding a valid electrical license from the Chief Electrical Advisor to the Government of Madhya Pradesh.

Eligibility Criteria

Bidders are required to submit self-attested documents online. The tender notice specifically requires PAN/income tax details, firm registration and power of attorney where applicable, valid registration proof under the centralized registration system, GST registration, and completion certificates for similar nature works completed in the last five years.

Only one tender should be submitted by a contractor or firm for the work. Multiple related concerns involving the same individual/proprietor/partner may lead to rejection. Conditional tenders are also liable to be rejected.

Financial Criteria

No specific minimum average annual turnover or net worth requirement is mentioned in the reviewed tender documents. However, bidders must comply with the tender fee, EMD, security deposit and performance-related requirements.

The EMD is ₹27,620 and the online tender document fee is ₹2,000. The tender fee is non-refundable and cannot be adjusted against any other tender, even if the tender is rejected, cancelled or kept in abeyance.

The successful bidder’s security deposit will be recovered from running bills at 5% of the contract amount, or the bidder may submit an FDR for 5% of the contract amount in addition to the EMD already deposited.

If a bidder quotes more than 15% below SOR, an additional performance guarantee will be required for the difference between the amount calculated at 15% below SOR and the amount quoted by the bidder.

Tender Fee and EMD Details

The tender notice states that tender documents can be purchased and submitted online up to 30 May 2026 at 17:00 hrs, and no other mode of payment/purchase will be treated as valid. It also states that there is no exemption provision for the tender form and EMD.

Submission Guidelines

Bids must be submitted online through the M.P. tender portal in a two-cover system. Cover 1 includes the fee/EMD and required documents, while Cover 2 includes the financial/price bid. The EMD reference must be mentioned online and scanned copies must be uploaded. Evaluation will be based only on documents submitted online.

The tender is a percentage-rate tender in Form “A”, where bidders must quote a single percentage above or below the applicable SOR. The quoted percentage should be clearly written in both words and figures. Conditional offers, incomplete submissions and tenders without valid EMD may be rejected.
