Scope of Work
The selected consultant will provide complete architectural consultancy services for the proposed APTRANSCO Research & Capacity-Building Institute across two land parcels in Vijayawada, measuring approximately 2.30 acres in total.
The scope includes:
- Primary Surveys and Investigations
Topographic survey, geotechnical investigation, services mapping, climate analysis, access study, sun-path and wind analysis.
- Master Planning
Site planning for both land parcels, massing studies, vehicular and pedestrian circulation, service layout, landscape plan and phasing strategy.
- Architectural Design
Concept design, schematic design, design development, statutory approval drawings, tender drawings and detailed architectural drawings.
- Interior Design
Internal space planning, finishes, joinery details, lighting layout and signage design.
- Structural Design
RCC / steel structural design, foundation design and seismic analysis as per applicable IS codes.
- MEP and Fire Engineering
HVAC, plumbing, electrical, fire detection and suppression systems, BMS, CCTV, access control, PA system, IT/data network, solar PV, STP and rainwater harvesting.
- Cost Estimation and BOQ
Detailed estimates, rate analysis, value engineering, tender cost estimates and BOQ preparation.
- Statutory Approvals Support
Assistance for VMC building permit, fire NOC, environmental clearance if applicable, AAI clearance and other statutory requirements.
- Tender Process Support
Tender drawings, specifications, BOQ, pre-bid participation, RFI responses and technical evaluation support.
- Implementation Support
GFC/IFC drawings, BIM model at LOD 350, fortnightly site visits, shop drawing review, design clarifications, coordination with PMC/contractor, as-built drawings, O&M manuals and closure report.

Evaluation Methodology
The tender will be evaluated in multiple stages:
- Eligibility Scrutiny
Bids will first be checked on pass/fail basis against legal status, CoA registration, similar experience, turnover and statutory compliance.
- Technical Evaluation
Technical score will be awarded out of 100 marks. Bidders scoring below 70 marks will not qualify for financial evaluation.
- Technical Presentation
Shortlisted bidders will present their project understanding, concept idea, sustainability strategy, methodology and BIM/digital delivery plan.
- Financial Evaluation
The lowest financial bid will receive 100 financial marks. Other bids will be scored proportionately.
- Final Combined Score
Final score = 80% technical score + 20% financial score. The bidder with the highest combined score will be recommended for award.
