Scope of Work
The tender covers complete horticulture and landscape maintenance at RVTI, Sector-V, Salt Lake, Kolkata. The work includes upkeep of existing garden features such as lawns, ground covers, rockeries, flower beds, creepers, climbers, shrubs, topiary, ornamental and flowering trees, fruit trees, planters, and self-grown trees. The contractor must keep all garden areas neat, tidy, healthy, and properly maintained throughout the contract period.
Major activities include:
- Watering and irrigation of lawns and landscape areas.
- Fertilization, manuring, pest control, insecticide and pesticide application.
- Lawn mowing, grass cutting, sweeping, and cleaning.
- Hedge cutting, pruning, trimming, shaping, and topiary maintenance.
- Cultivation, hoeing, weeding, and maintenance of flower beds.
- Maintenance and replacement of potted plants.
- Removal and disposal of garden waste.
- Supply, stacking, and display of selected plants, palms, seasonal flowers, seedlings, and horticulture materials as per Schedule of Quantity.
- Deployment of required tools, equipment, safety kits, and manpower as per CPWD norms.
Pre-Qualification Criteria
Bidders must be approved and eligible contractors of CPWD under the Horticulture category. The contractor’s CPWD enlistment must be valid on the last date of bid submission. If the bid submission date is extended, validity will still be judged with reference to the original submission date.
The bidder must also:
- Read and accept the terms and conditions of CPWD-6 and CPWD-7.
- Possess a valid Class-III Digital Signature Certificate for online bidding.
- Be registered on the CPWD e-tendering portal before submission.
- Upload all mandatory documents within the bid submission period.
- Deposit original EMD as prescribed and upload the scanned copy/receipt.
Eligibility Criteria
Eligible bidders should meet the following requirements:
- Must be an approved CPWD Horticulture category contractor.
- Must have valid CPWD enlistment on the relevant submission date.
- Must upload CPWD Horticulture Enlistment Order.
- Must upload GST registration and acknowledgement of up-to-date GST return filing for April 2026, or provide the required undertaking if GST registration in the work state is not yet obtained.
- Must upload Certificate of Participation in ERP Training.
- Must upload ESIC and EPFO registration.
- Must provide contractor contact details, including email, mobile number, and mailing address.
- Must submit EMD in the approved form and upload the receipt/copy as required.

Tender Fee and EMD Details
The tender document states that bid documents can be viewed and downloaded free of cost from the CPWD e-tender portal/CPWD website. However, contractors registered before 01.04.2015 on the CPWD e-tendering portal may have to pay tender processing fee at existing rates, or opt for the newer registration system without tender processing fee.
The EMD amount is ₹12,492, to be submitted in favour of Executive Engineer, Kolkata Central Division-IV, CPWD, Kolkata. Accepted EMD modes include Treasury Challan, Demand Draft, Pay Order, Banker’s Cheque, Deposit at Call Receipt, FDR, or Bank Guarantee of any scheduled bank. The scanned copy must be uploaded online, and the original EMD must be deposited with the office of the Executive Engineer inviting bids or any CPWD Executive Engineer’s division office within the bid submission period.
Submission Guidelines
Bids must be submitted online through the CPWD e-tendering system. The bidder must quote the percentage rate as per the prescribed online format. Rates should be quoted up to two decimal places. If any rate cell is left blank, it will be treated as “0”; however, quoting nil rates or not quoting any percentage above/below may make the tender invalid.
The bidder may revise and re-submit the bid any number of times before the final submission deadline. Documents must be uploaded in PDF or JPG format. The lowest bidder must submit certified physical copies of the uploaded documents, except the original EMD already deposited, within one week in the office of the tender opening authority.
