Scope of Work
Selected PIAs will be responsible for implementing DDU-GKY 2.0 projects in Arunachal Pradesh. The scope includes:
- Mobilisation, training, assessment, certification, and placement of rural poor youth.
- Training under approved job roles and Qualification Packs aligned with NSQF norms.
- Setting up or operating training centres as per DDU-GKY 2.0 requirements.
- Ensuring project delivery in accordance with DDU-GKY 2.0 Guidelines, SOPs, and MoRD instructions.
- Meeting category-wise target distribution, including APST, women, PwD, and other eligible groups.
- Completing training targets by 31 December 2027 and placement by 31 March 2028.

Eligibility Criteria for PIAs
Eligible applicants must fall under one or more of the following categories:
- Registered entities under:
- Indian Trust Act
- State Society Registration Act
- State Cooperative Societies Act
- Multi-State Cooperative Societies Act
- Companies Act, 2013
- Limited Liability Partnership Act, 2008
- SHGs and federations, including Cluster Level Federation / Block Level Federations
- Government or semi-government organisations at state or national level.
- NGOs must be registered on the NITI Aayog Darpan Portal.
- Applicant organisation must be more than three years old at the time of application, except recognised start-ups.
- Applicant must possess a valid Fresh Permanent Registration Number (PRN) issued by the Ministry of Rural Development for DDU-GKY 2.0.
Eligible Categories of PIAs
The following types of agencies may apply:
- Captive Employers
- Existing PIAs having more than 50% placement experience under DDU-GKY
- Skilling agencies with no previous DDU-GKY experience
- Start-ups for skilling recognised by the Department for Promotion of Industry and Internal Trade / Government of India
Ineligible Entities
The following entities are not eligible to apply:
- Existing PIAs with sanctioned DDU-GKY projects where recovery proceedings are ongoing.
- PIAs that failed to place at least 50% of trained candidates under DDU-GKY.
- Agencies whose key managerial personnel are associated with defaulting PIAs.
- Sister concerns or subsidiaries of organisations facing default action or recovery proceedings.
- Agencies whose directors were involved in earlier defaulted DDU-GKY agencies.
- Agencies blacklisted by the Government.
- Consortiums or sub-contracting arrangements are not permitted.
Financial Criteria
The EOI does not mention any minimum average annual turnover or net worth requirement. DDU-GKY 2.0 operates on a fixed cost norm-based model, and financial support to selected PIAs will be governed by applicable DDU-GKY 2.0 Guidelines and SOPs.

Submission Guidelines
Applicants must apply online through the integrated ERP portal. The appraisal of DDU-GKY projects will be conducted only through the IT platform provided by MoRD. No hard copies, soft copies, or additional documents are required to be submitted to ArSRLM separately.
Applicants should ensure that all uploaded documents are:
- Clear and legible.
- Not blurred or washed out.
- Preferably scanned from original documents.
- Below 5 MB in size, wherever resizing is required.
- Uploaded in prescribed formats, especially for financial, legal, and statutory documents.
Once uploaded and submitted, documents cannot be changed under any circumstances.
