1. Construction of flood protection bund and nallah training at Olikhotu Chiktan, RD 127–250 mtr, covering both sides of the identified stretch.

Khul Remodeling Work

1. Remodeling of Rkili Yourba Khul Saliskote from RD 3063.95 to 3243 mtr to improve irrigation channel performance and related water flow infrastructure.
2. The works are to be executed as per departmental specifications, BOQ, drawings, contract conditions, and applicable technical standards.

Bidders must be approved and eligible contractors as per the class specified for each work. For the flood protection bund work, contractors of Class C/D are eligible, while the khul remodeling work is open to Class D contractors.

Key eligibility requirements include:

1. Valid contractor registration card with renewal.
2. Valid PAN card.
3. GST registration certificate and latest GST clearance/return certificate.
4. Bidder information details with valid mobile/WhatsApp number and email ID.
5. Digital Signature Certificate, as bids must be submitted online in electronic format.
6. Tender fee receipt and EMD in the prescribed form.
7. Contractors must review site conditions before quoting.
8. Contractors must not modify the BOQ format and must use the downloaded BOQ for percentage rate quoting.

Submission Guidelines

1. Bidders must submit their bids online through the Ladakh tender portal. The bid must be digitally signed and uploaded with scanned copies of all required documents. No financial bid will be accepted in physical form. However, the hard copy of CDR is mandatory and must be submitted physically at the office of the Executive Engineer, I&FC Division Kargil between 14.05.2026 and 23.05.2026 up to 04:00 PM.
2. The tender fee and EMD must be submitted in the prescribed form. The EMD should be in the shape of CDR/FDR pledged to the Executive Engineer, I&FC Division Kargil. The date of such EMD should not be more than six months old.

Bidder Information Form Requirements

1. The bidder information form requires the agency or contractor name, permanent address, present address, mobile/telephone/WhatsApp number, email ID, registration card number and date, place of registration, renewal validity, PAN card number, and GST number. The tender states that mobile/WhatsApp number and email address are mandatory, and incorrect information may lead to rejection.

Key Contract Conditions

1. The contractor must ensure quality testing such as cement mortar/cube testing as per the Engineer-in-Charge’s instructions.
2. Royalty, labour cess, taxes, and applicable deductions will be made as per rules.
3. The contractor must visit the site before submitting the tender.
4. Work claims will be processed subject to availability of funds.
5. Delay in completion may attract a penalty up to 10% of the contract value.
6. Insurance cover for labour, machinery, work, plant material, and equipment is mandatory.
7. The contractor is responsible for site safety, quality control tests, traffic regulation, and restoration of unused material after completion.
8. Failure to start or complete work within the stipulated period may lead to forfeiture of EMD and debarment.
