Tender Description Airports Authority of India invites online bids for appointing a consulting firm for strategy, procurement, and program management support for establishing Full Flight Simulator and Type Rating Training Organization facilities at AAI Airports.
Pre-Qualification Criteria

Scope of Work

The selected consultant will provide end-to-end advisory and documentation support to AAI for the establishment, procurement, installation, commissioning, and operation & maintenance planning of FFS and TRTO facilities. The assignment is structured in two phases: Phase 1 – Project Strategy and Configuration and Phase 2 – Program Management Support.

Under Phase 1, the consultant will support business case assessment, market/demand analysis, site review, financial and commercial assessment, project configuration, procurement strategy, bid document preparation, pre-bid support, bid evaluation support, and award recommendation documentation. Under Phase 2, the consultant will provide program management and monitoring support, including progress dashboards, risk and issue trackers, coordination with AAI, vendors, infrastructure agencies, DGCA/regulatory stakeholders, and support for implementation readiness and senior management reporting.

AAI has identified Varanasi – Lal Bahadur Shastri International Airport and Hyderabad – Civil Aviation Research Organisation, Begumpet as key locations for developing the proposed aviation training hubs.

Pre-Qualification and Eligibility Criteria

The bidder must be a registered legal entity in India and should have been in existence for at least 10 years from the date of publication of the RFP. The bidder must also have valid PAN and GST registration. The e-NIT states that foreign firms are not eligible, and consortium/JV participation is not permitted.

The bidder must have completed at least five projects in project structuring, commercial and financial advisory, sector study, or strategy formulation in the aviation sector during the last seven years. Additionally, the bidder must have at least one ongoing or completed business case development / strategic roadmap / transaction advisory engagement for a central or state government aviation training institute/centre within the same seven-year period.

The bidder and its affiliates should not have been blacklisted by any government agency, PSU, autonomous body, or reputed corporate entity, and should not have been involved in illegal activity or financial fraud.

Financial Criteria

The consultant must have a minimum average annual turnover from consultancy services of at least ₹300 crore during the previous three financial years: 2024–25, 2023–24, and 2022–23. The financial turnover must be supported by a CA certificate and audited financial statements.

The e-NIT also specifies positive net worth as part of the financial capacity requirement. Net worth certificate and financial documents should be CA-certified, and UDIN-generated documents are required as per the tender conditions.

Tender Fee and EMD

The tender processing fee is ₹11,800 including GST, payable online through the CPP Portal. The EMD / Bid Security is ₹25,00,000. EMD may be submitted online or through an Insurance Surety Bond / Bank Guarantee, including e-BG, from eligible scheduled commercial banks as per the tender conditions.

Micro and Small Enterprises registered with eligible bodies such as DIC, KVIC, KVIB, Coir Board, NSIC, Directorate of Handicraft and Handloom, Udyog Aadhaar / MSME portal, or other bodies specified by the Ministry of MSME are exempted from payment of both tender fee and EMD for this tender.

Submission Guidelines

Bidders must submit the bid online through the CPP Portal in a two-envelope system: Envelope-I for Technical Bid and Pre-Qualification documents, and Envelope-II for Financial Bid. Physical bid submissions are not accepted, except hard copy submission of BG/Insurance Surety Bond where applicable under the EMD conditions.

The financial bid must be submitted in the prescribed BOQ format only. Bidders should not modify the BOQ format except filling the permitted fields. Any modification to the BOQ file may lead to rejection of the bid.
