Scope of Work
- The tender covers civil repair, building maintenance and sanitary works for staff quarters and service buildings at Zonal Railway Training Institute, Udaipur, under ADEN/Ranapratapnagar Sub Division, Zone No. 23.
- The work includes CPWD DSR 2023 based items such as carriage of materials, wood and PVC work, steel and aluminium work, finishing work, road work, sanitary installations, water supply, drainage and related civil engineering activities. It also includes non-schedule items such as day-to-day maintenance through skilled and unskilled manpower, cleaning of inspection chambers, manholes and sewage lines, and supply of materials including cement, GI pipes, fittings and sanitary fixtures.
- The special conditions clarify that the work consists of petty repairs and maintenance of minor value at scattered places and stations. Work orders will be issued mainly against BSIS portal complaints, and each work order shall be below ₹5,00,000, with no running bill and only first and final bill processing.

- The tender defines the similar nature of work as “Any Civil Engineering Work.” Work experience certificates from private individuals are not acceptable. Certificates from Government organisations are acceptable, and certificates from eligible public listed companies may be considered subject to the conditions mentioned in the tender.
Financial Criteria
- The bidder must have minimum average annual contractual turnover calculated as V/N or V, whichever is less, where V is the advertised value in crores and N is the completion period in years. Since the advertised value is approximately ₹3.50 crore and the completion period is 2 years, the minimum average annual contractual turnover works out to approximately ₹1.75 crore. The turnover must be supported by audited balance sheets or a Chartered Accountant certificate backed by audited balance sheets.
Tender Fee and EMD
- The tender document cost is ₹0.00, so no tender fee is required. The Earnest Money Deposit / Bid Security is ₹7,00,000. Eligible DIPP-registered Startup firms are exempted from bid security, while Labour Cooperative Societies are required to deposit 50% of the bid security amount.
Submission Guidelines
- Bidders must submit their offer online through www.ireps.gov.in. Manual offers are not allowed and will be ignored. Bidders can submit original or revised bids only up to the closing date and time. The tender requires bidders to quote a single rate on an above/below/par basis as per the applicable CPWD Delhi Schedule of Rates and IR Unified Standard Schedule of Rates.
- Bidders should avoid additional or conditional stipulations, as the Railway reserves the right to reject conditional tenders. The tenderer must ensure that all documents, credentials and declarations submitted with the bid are correct, as false or forged information can lead to bid rejection, forfeiture of bid security and other action as per contract conditions.
Important Work Conditions
- Only materials from the List of Preferred Make / Brands for Civil Works over North Western Railway should be used. If preferred brands are not available, equivalent reputed BIS-compliant brands may be used only with approval from the competent Railway authority.
- The contractor must maintain material passing registers, cement registers and site order books as required. Tests such as cube tests and design mix tests must be conducted through NABL-approved laboratories, with testing charges borne by the contractor.
- For works involving digging near railway signalling, telecommunication or electrical cables, the Railway Board’s JPO/cable protection instructions apply. Contractors must work with permission and take necessary precautions to avoid cable damage.
