Scope of Work

The project involves the restoration of Turkawangam Bridge by way of:

1. Construction of RCC cutoff wall
2. Laying of gabions
3. River training work
4. Related restoration and protection activities for flood-damaged bridge infrastructure

The work falls under the UT Capex Budget, Bridge Sector 2025-26, Flood Damaged Works. The estimated advertised cost is ₹32.973 lakh excluding GST and ₹38.908 lakh including GST. The stipulated completion period is 30 days.

Eligibility Criteria

Eligible bidders must be approved and eligible contractors registered with:

1. J&K Government
2. CPWD
3. Railways
4. Other State or Central Government departments
5. The tender specifically indicates the eligible contractor class as AAY / BEE. Contractors must hold a valid contractor/firm registration certificate with latest renewal through JKPWDOMS, issued by a competent authority.

Pre-Qualification Criteria

Bidders must submit qualifying information and supporting documents with the online bid. The tender requires bidders to upload valid registration, legal status documents, contact details, EMD/bid security, tender fee proof, GSTIN, PAN and GST clearance documents. Original documents may be required from the L1 bidder before allotment.

Tender Fee and EMD Details

The tender document fee is ₹1,100, to be deposited through Treasury Challan under M.H. 0059 PWD in favour of the Executive Engineer R&B Division Zainpora. The Treasury Challan must be dated between the bid submission start date and bid submission end date; otherwise, the bid may be treated as non-responsive.

Submission Guidelines

Bidders must submit their bids online only through the J&K e-tendering portal. Physical bids will not be accepted. Bidders must use a valid Digital Signature Certificate (DSC) and upload all required documents in scanned format with the bid. Documents should be scanned at 100 dpi in black and white as per the NIT instruction.

Contract and Execution Conditions

The successful bidder must begin work within seven days from the issuance of allotment or Letter of Intent. Delay in completion may attract a penalty up to 10% of the contract value. The Defect Liability Period is 24 months from the certified completion date, and defects must be corrected by the contractor within the time specified by the Engineer.
