Scope of Work
- The scope includes supply, installation, commissioning, training and warranty support for an advanced, fully digital, high-end 3D/4D realtime colour Doppler ultrasound system with AI-enabled imaging support, shear wave elastography and contrast enhancement. The system should include advanced beam-forming technology, broad imaging applications, high-resolution display, AI-assisted fetal anomaly scan features, 3D/4D imaging, contrast ultrasound, DICOM readiness, wireless dual-head probe, required transducers, end-user training and support.
- The tender also requires the quoted model to be US FDA approved, supported by product data sheets, original technical brochures and a specification-wise compliance statement. Offers are acceptable only from the OEM or authorised dealers, and a valid authorisation certificate must be submitted. The system must carry a 5-year warranty, and the bidder should have the facility to provide AMC/CMC support for another 10 years after warranty.
Eligibility and Pre-Qualification Criteria
- Bidders must submit the bid online in two parts: Part-I Techno-Commercial Bid and Part-II Price Bid. Price details must not be included in the techno-commercial bid; inclusion of financial details in Part-I can lead to rejection.
- The technical eligibility requires the bidder to offer the latest version/model of the equipment. Outdated, second-hand, refurbished or near-obsolescence models are not acceptable. Bidders must provide product data sheets, brochures, technical compliance, supply and installation details in a reputed institute or diagnostic centre, and OEM/authorised dealer certificate.
- For Make in India compliance, the uploaded Note to Bidders states that Class-I, Class-II and Non-Local suppliers are eligible to participate; bidders claiming local content should submit Annexure-XI with local content details.
- Bidders from countries sharing a land border with India must comply with Rule 144(xi) related eligibility declarations and submit Annexure-XII, including registration with the competent authority where applicable.
Financial Criteria
- The supplied documents do not mention any specific minimum average annual turnover requirement or net worth requirement. Financial capability may still be evaluated as part of the purchaser’s assessment, and bids may be rejected if the bidder lacks infrastructure, capacity, capability or satisfactory financial capability as per the NIT.
- Prices quoted must remain firm during the contract period. Evaluation will be based on technical compliance and total landed cost, including applicable taxes and duties. Commercial terms such as payment terms, delivery period, offer validity and guarantee/warranty must be accepted as per NIT only.
