Scope of Work

The project involves the construction of a police infrastructure building facility at CAR Hubballi, covering ACP North & Traffic offices, camp offices for senior police officials, DCP offices, staff rooms, record rooms, waiting areas, toilets, training hall and related civil, sanitary, water supply and electrical works.

Eligibility Criteria

Eligible bidders must be Class-II and above contractors registered with KSPH & IDCL. The tender does not allow joint ventures. Bidders must not be under any declaration of ineligibility for corrupt or fraudulent practices by the Government of Karnataka.

Pre-Qualification / Technical Qualification Criteria

To qualify, each bidder must meet the following criteria for the last five financial years, i.e., 2021-22 to 2025-26:

1. Minimum financial turnover of ₹581.00 lakh in civil engineering construction works in at least two financial years, certified by a registered Chartered Accountant with UDIN.
2. Completion of at least one similar nature work valued at ₹146.00 lakh or more as prime contractor, with the work done certificate countersigned by an employer not below the rank of Executive Engineer or equivalent.
3. Execution of minimum work quantities in any one financial year, including earthwork excavation, concrete, masonry, TMT reinforcement, flooring and plastering.
4. Valid electrical licence for building electrification works, either by the bidder or identified subcontractor, with similar electrical work experience of ₹31.30 lakh in any one year.
5. Valid water supply / sanitary engineering licence, either by the bidder or identified subcontractor, with similar work experience of ₹5.60 lakh in any one year.

Financial Criteria

The bidder must demonstrate liquid assets and/or credit facilities of at least ₹80.00 lakh, representing estimated cash flow for three months during the peak construction period. The tender capacity will be assessed using the formula A × N × 1.5 – B, where A is the maximum value of civil engineering works executed in any year during the last five years, N is the prescribed completion period in years, and B is the value of ongoing commitments to be completed during the next 11 months.

Tender Fee and EMD Details

The tender requires an EMD of ₹4,36,000. The EMD can be paid fully through the Karnataka Public Procurement Portal, or partly through online payment and partly through Bank Guarantee/e-Bank Guarantee. In the split mode, ₹1,00,000 must be paid online and the balance ₹3,36,000 may be submitted as Bank Guarantee/e-Bank Guarantee issued by a nationalized or scheduled commercial bank in favour of KSPH & IDCL Own Fund, Bengaluru.

Approved Make List / Material Compliance

The attached make list provides approved manufacturers/suppliers for key civil and electrical items. Civil items include cement, steel, vitrified/ceramic tiles, doors, paint, water supply fittings, UPVC/CPVC pipes, glass, plywood, waterproofing, water tanks and UPVC windows. Electrical items include PVC conduits, copper wires, modular switches, MCB distribution boards, LED fittings, fans, breakers, pumps, motor starters, cables, GI pipes, transformers, RMU/VCB/ACB/LBS, lifts, DG sets, fire extinguishers and solar water heaters.
