Scope of Work
The selected PIAs will be responsible for implementing skill training and placement activities under DDU-GKY 2.0 in Arunachal Pradesh. The broad scope includes:
- Mobilisation of eligible rural youth under DDU-GKY 2.0.
- Skill training as per approved Qualification Packs and National Skill Qualification Framework requirements.
- Establishment or operation of training centres within Arunachal Pradesh.
- Training delivery for a minimum duration of 3 months / 90 days, covering 576 hours.
- Domain training of 396 hours and non-domain training of 180 hours.
- Assessment, certification, placement, and post-placement support.
- Ensuring target distribution compliance:
- Completion of training targets by 31 December 2027.
- Completion of placement by 31 March 2028.

Pre-Qualification / Eligibility Criteria
To apply under this EOI, the applicant PIA should meet the following eligibility conditions:
- The applicant must have a valid Fresh Permanent Registration Number (PRN) issued by the Ministry of Rural Development for DDU-GKY 2.0.
- The applicant must be registered under one of the following:
- Indian Trust Acts
- State Society Registration Act
- State Cooperative Societies Act
- Multi-State Cooperative Act
- Companies Act, 2013
- Limited Liability Partnerships Act, 2008
- SHGs and federations such as Cluster Level Federations or Block Level Federations
- Government and semi-government organisations at state or national level are eligible.
- NGOs must be registered with the NITI Aayog Darpan Portal.
- The organisation must be more than 3 years old at the time of application, except recognised start-ups.
- Captive Employer projects must first be empanelled as per MoRD notification requirements.

Appraisal and Selection Process
The appraisal of DDU-GKY projects will be conducted only through the IT platform provided by the Ministry of Rural Development. Applicants should not submit hard copies, soft copies, or additional documents directly to ArSRLM.
The process includes:
- Online application submission through the ERP portal.
- Initial Screening after payment of the prescribed application fee.
- Qualitative Appraisal for agencies clearing the initial screening.
- Recommendation to the Project Approval Committee, subject to minimum qualifying marks.
- Final approval by the State Project Approval Committee (SPAC).
The SPAC will have the final authority regarding allocation of targets, districts, trades, and approval decisions.
