Scope of Work
The selected service provider will be responsible for end-to-end management of exposure visits for BSWML/GBA executive and technical officials. The work includes planning, coordination, logistics, travel, accommodation, meals, documentation, reporting, and post-visit learning consolidation.
Key scope components include:
- Organising exposure visits to selected high-performing ULBs in India known for best practices in solid waste management, sanitation, cleanliness, governance, and SBM U-2.0 implementation.
- Managing visits for field-level technical staff, executive staff, and senior officials.
- Arranging air travel, local transport, ground logistics, and safe movement during the visit.
- Providing suitable accommodation, minimum 3-star category or equivalent, along with clean and safe meals.
- Ensuring participant safety, emergency support, insurance where applicable, and compliance with labour, transport, and safety norms.
- Preparing visit-wise itineraries, attendance records, photo/video documentation, and consolidated post-visit reports.
- Submitting reports highlighting learnings, best practices, and replication potential for BSWML/GBA.
Objectives of the Tender
The exposure visit programme is intended to build institutional learning and capacity among officials by enabling practical exposure to successful models in sanitation and solid waste management. The major objectives are:
- Capacity building of executive officials, technical officials, and field-level personnel.
- Knowledge exchange on best practices in solid waste management and sanitation systems.
- Understanding successful city-level planning, monitoring, citizen engagement, and cleanliness governance models.
- Replication and contextual adaptation of proven models within BSWML/GBA.
- Strengthening performance under SBM 2.0 benchmarks such as ODF, GFC, Water+, and Swachh Survekshan indicators.
