Scope of Work
The selected service provider will be responsible for planning, coordinating and executing within-state exposure visits for Pourakarmikas under the Swachh Bharat Mission Urban 2.0 capacity-building programme. The exposure visits are intended to improve practical learning, operational understanding and awareness of best practices in solid waste management, sanitation systems and cleanliness governance.
The scope includes:
- Organising large-scale exposure visits for selected Pourakarmikas to identified cities and corporations within Karnataka.
- Managing complete logistics, including buses, intra-city transportation, accommodation and meals.
- Coordinating visits to cities such as Mysuru, Chittapura, Udupi, Mangaluru, Hosapete, Davanagere and Karwar.
- Ensuring safe, reliable and timely travel arrangements.
- Providing clean, safe and hygienic accommodation and nutritious meals.
- Ensuring participant safety, welfare, emergency support and compliance with applicable labour, transport and safety regulations.
- Maintaining visit discipline, punctuality and orderly conduct.
- Preparing documentation such as itineraries, attendance records, photographs, videos, summary of learnings and consolidated post-visit reports.
Objectives of the Tender
The exposure visit programme is designed to build the technical, managerial and operational capacity of Pourakarmikas through experiential learning. It aims to support knowledge exchange on best practices in solid waste management, sanitation, planning, monitoring, citizen engagement and replication of successful models within GBA/BSWML.
Pre-Qualification and Eligibility Criteria
To qualify for the tender, bidders must meet the following requirements:
- The bidder should have achieved a minimum annual financial turnover of ₹978.68 lakh in any two years during the last five financial years, i.e., FY 2020-21 to FY 2024-25.
- The bidder or JV should have satisfactorily completed at least one similar nature of work valued not less than ₹244.67 lakh in any one year during the last five financial years. The work should be completed for a government department in India/Karnataka/other state, ULB, PSU or listed company.
- The bidder must provide proof of liquid assets or credit facility of at least ₹244.67 lakh.
- The bidder should not be under a declaration of ineligibility for corrupt or fraudulent practices issued by the Government of Karnataka.
- Joint Venture participation is permitted, but the JV is limited to two entities and the partners must be jointly and severally liable.
Financial Criteria
The major financial requirements are:
- Turnover: ₹978.68 lakh in any two years during FY 2020-21 to FY 2024-25.
- Liquid Assets / Credit Facility: Minimum ₹244.67 lakh.
- EMD: ₹7,34,010.
- Tender Fee: ₹5,000.
- Security Deposit: Before award, the successful bidder must submit a security deposit of 5% of the estimated cost and any differential amount for unbalanced tenders in the form of FDR or Bank Guarantee in favour of MD, BSWML.
Submission Guidelines
Bidders must submit both the Technical Bid and Financial Bid online through the Karnataka KPPP portal. The RFP states that bidders must be registered on the portal and should have a valid Digital Signature Certificate (DSC). The completed bid, along with scanned copies of required certificates and supporting documents, must be uploaded before the bid submission deadline. Late submissions will not be accepted by the electronic bidding system.
The RFP also states that the EMD must be paid as specified on the KPPP portal, and any corrigendum or addendum will be published only on the portal.
