Scope of Work

The tender is for civil construction and development works related to the Women Training Centre, Hot Bazaar, Rajeevika and other Panchayat Samiti Sindhari works. The scope is to be executed as per the attached technical approval, estimate, BOQ and financial sanction.

Pre-Qualification Criteria

Eligible bidders should meet the following broad pre-qualification requirements:

1. The bidder should be a valid registered contractor in the appropriate category/class with relevant government departments or bodies.
2. The bidder should comply with Rajasthan Panchayati Raj rules, Rajasthan Transparency in Public Procurement provisions and e-tendering requirements.
3. The bidder should have valid digital signature capability for online tender submission.
4. The bidder should not be blacklisted or debarred by any government department.
5. The bidder should submit all required fee instruments, undertakings, affidavits and technical documents as per the tender format.
6. Financial/price details should not be included in the technical envelope/document section.

Eligibility Criteria

The tender appears open to valid registered contractors capable of executing public civil construction works. Bidders must submit valid registration details, GST registration, PAN, required declarations, affidavits and fee/EMD documents. The tender also requires declarations related to non-blacklisting and no prohibited relationship with tendering officials or committee members.

Financial Criteria

The estimated tender value is ₹50.00 lakh. The EMD is ₹1,00,000, equal to 2% of the estimated cost. Tender fee is ₹500, and processing fee is ₹500. Security deposit is to be deducted at 10% from running/final bills as per the tender conditions. Bidders quoting substantially below the applicable schedule/estimate may be required to deposit additional security/performance-related amount as per tender conditions.

Submission Guidelines

Bidders must download the tender documents from the Rajasthan e-Procurement/SPPP portal and submit the bid online within the prescribed deadline. The online tender submission must be completed by 22 May 2026 up to 06:00 PM. Physical submission of tender fee, EMD and processing fee documents must be made to the concerned office by 25 May 2026 up to 10:30 AM. The tender is scheduled to be opened on 25 May 2026 at 11:00 AM.

5. Tender fee DD/Banker’s Cheque.
6. EMD DD/Banker’s Cheque.
7. Processing fee DD/Banker’s Cheque in favour of MD RISL, Jaipur.
8. Non-blacklisting affidavit/declaration.
9. Declaration regarding no prohibited relationship with tender committee/officers.
10. Declaration confirming acceptance of all tender terms and conditions.
11. Undertaking that no price information is included in the technical bid.
12. Signed and sealed copy of tender document and annexures.
13. Udyam registration certificate, if claiming applicable EMD exemption/relaxation.
14. Any additional documents required on the Rajasthan e-Procurement portal.
