Scope of Work
The selected Captive Employer PIAs will be responsible for implementing DDU-GKY 2.0 projects in Uttarakhand, including:
- Mobilisation and selection of eligible rural poor candidates.
- Residential skill training as per DDU-GKY 2.0 norms.
- Training in NSQF-aligned courses of NSQF Level 4 and above.
- Providing training infrastructure as per NSQF and industry standards.
- Ensuring placement-linked skill development.
- Providing wage employment for at least 70% of trained candidates, preferably within the captive employer’s own organisation or subsidiary companies.
- Ensuring each placement continues for a minimum duration of six months.
- Following DDU-GKY 2.0 Guidelines, SOP, and Captive Employment Guidelines issued by MoRD.

The EOI indicates preference for growth-oriented and future-ready sectors, including:

Eligibility Criteria
Eligible applicants must fall under the Captive Employer category and may include entities registered under:
- Indian Trust Acts
- State Society Registration Act
- State Cooperative Societies Act
- Multi-State Cooperative Acts
- Companies Act, 2013
- Limited Liability Partnerships Act, 2008
- SHGs and their federations, including Cluster Level Federation or Block Level Federation
- Government or semi-government organisations at State or National level
For NGOs, registration on NITI Aayog’s Darpan Portal is required.
The applicant entity must be more than three years old at the time of application, except in the case of start-ups.
Pre-Qualification / Industry Criteria
The industry or captive employer must have:
- Minimum existence of three years.
- Valid EPFO / ESIC / Factory registration number.
- Valid TIN / TAN / GST number.
- Valid bank account linked with Aadhaar / PAN.
- Minimum turnover of ₹25 crore.
- Positive net worth in at least two of the last three financial years.
- Minimum training experience of two years.
- Training centre as per NSQF industry-specified infrastructure norms.
- Provided employment to 500 or more persons in its own or subsidiary agencies / companies during the last three years.
- Manpower supplying companies are not eligible.

Training and Placement Conditions
Only residential courses are permitted in Uttarakhand under DDU-GKY 2.0.
- Clubbing of two or more Qualification Packs is not permitted.
- Minimum training duration: 3 months with 576 hours.
- Maximum training duration: 12 months with 2304 hours.
- Short-term courses will be given priority.
- Course content must be aligned with NSQF and certified by NCVET, Sector Skill Councils, or recognised accredited agencies.
- Cross-placement in unrelated sectors is discouraged.
- The salary offered must meet applicable wage norms and should not be below the minimum prescribed remuneration.
- Placement target: At least 70% of trained candidates.
- Under the Captive Employer model, wage employment must be ensured for a minimum of 70% of trained candidates within the organisation or subsidiaries.

Non-Eligible Applicants
The following entities are not eligible:
- Existing PIAs with sanctioned DDU-GKY projects where recovery proceedings are ongoing.
- Existing PIAs unable to place 50% of trained candidates under DDU-GKY.
- Agencies associated with defaulting PIAs under Accounting Standard 18.
- Sister concerns or subsidiaries of organisations against which recovery action has been initiated.
- Agencies whose directors were involved in earlier DDU-GKY defaulting agencies.
- Agencies blacklisted by the Government.
- Consortiums.
Application / Submission Guidelines
Applicants must submit their proposals through the MoRD Integrated Portal: kaushal.rural.gov.in.
Key submission instructions:
- All required documents must be uploaded at the time of online application.
- Applications submitted after the deadline will not be considered.
- Incomplete proposals may be rejected.
- Once submitted, alterations or modifications to documents are not permitted.
- Submission of an application does not guarantee allocation of targets.
- The competent authority reserves the right to accept or reject applications without assigning any reason.
- The onboarding process will involve state-level project screening, followed by central-level review and approval.
- Approved industries will be required to sign an MoU with MoRD, Government of India and participating states.
