Scope of Work
The scope of work includes submission and implementation of project proposals under DDU-GKY 2.0 Phase-II for skilling, training, and placement of rural poor youth in Kerala.
The selected Project Implementing Agencies (PIAs) will be responsible for:
- Mobilisation and training of eligible rural youth under DDU-GKY 2.0.
- Conducting domain-based skill training in approved sectors and job roles.
- Ensuring placement-linked outcomes through wage employment, self-employment, or gig employment.
- Establishing or operating training centres, with preference for rural areas of Kerala.
- Meeting minimum placement targets as per DDU-GKY 2.0 guidelines.
- Maintaining placement verification records and compliance with DDU-GKY SOPs.
- Completing training and placement activities within the prescribed project timelines.
Eligible Categories of Project Implementing Agencies
The following categories of agencies may apply:
- Captive Employers having their own requirement to train and absorb candidates in their organisations.
- Existing PIAs having experience of more than 50% placement under DDU-GKY 1.0.
- Skilling Agencies without prior DDU-GKY experience.
- Start-ups for skilling recognised by the Department of Industrial Policy & Promotion, Ministry of Commerce & Industry, Government of India.
Eligibility Criteria
An applicant entity should fall under one of the following categories:
- Registered under:
- Indian Trust Acts,
- State Society Registration Act,
- State Cooperative Societies Act,
- Multi-State Cooperative Acts,
- Companies Act, 2013,
- Limited Liability Partnership Act, 2008,
- SHGs and their federations, including Cluster Level Federation and Block Level Federation.
- Government or semi-government organisation at State or National level.
- NGOs must be registered with the NITI Aayog Darpan Portal.
- Applicant entity should be more than three years old at the time of application, except recognised start-ups.
- Applicant entities should have a valid PRN allotted by the Ministry of Rural Development, Government of India, where applicable.
Non-Eligibility / Disqualification Conditions
The following entities are not eligible to apply:
- Existing PIAs having DDU-GKY projects sanctioned and recovery proceedings ongoing.
- Existing PIAs unable to place 50% of trained candidates under DDU-GKY 1.0.
- Agencies having key managerial personnel earlier associated with defaulting PIAs against whom recovery proceedings were initiated.
- Sister concerns or subsidiaries of organisations against whom default action for recovery of funds has been initiated.
- Agencies having directors involved in agencies that defaulted earlier under DDU-GKY.
- Skilling agencies blacklisted by the Government.
- Consortium applications are not allowed.
Financial Criteria

Placement Conditions
The core outcome of DDU-GKY 2.0 is placement. Placement may include:

A minimum placement of 70% of trained candidates is non-negotiable for claiming the total project cost under DDU-GKY.
Out of the 70% placement target:
- Minimum 50% should be through wage employment.
- Maximum 20% may be through self-employment or gig employment.
Placement must be supported by verifiable documents such as salary slips, bank statements, digital payment records, PF/ESIC records, or employer certificates. Cash payment will not be accepted as proof of placement.
