Pre-Qualification Criteria Tripura DDU-GKY 2.0 EOI 2026: Summary for SkillCouncils.com The Tripura Rural Livelihood Mission (TRLM), under the Rural Development Department, Government of Tripura, has invited an Expression of Interest (EOI) for the selection of Captive Employers and Regular Project Implementing Agencies (PIAs) under Deen Dayal Upadhyaya Grameen Kaushalya Yojana 2.0 (DDU-GKY 2.0) for the financial year 2026–28. The EOI is aimed at placement-linked skill development training for rural poor youth in Tripura. Scope of Work Selected agencies will be responsible for implementing skill development training and placement-linked programmes for rural youth in Tripura under DDU-GKY 2.0. Training must be aligned with DDU-GKY guidelines and SOPs and should focus on short-term, demand-driven courses with strong employment potential. Preferred sectors include:
IT & ITES, Apparel, Logistics, Tourism & Hospitality, Electronics, Construction, Automotive, Beauty & Wellness, Food Processing, Handicraft, Hydrocarbon, Green Jobs, Retail, Aerospace & Aviation, Agriculture, Rubber, and other relevant sectors. The notice also states that 20% of the total target shall be trained under the Captive Employment category, encouraging captive employers with valid PRN and in-house manpower requirements to apply. Eligibility and Pre-Qualification Criteria Eligible applicants must be competent PIAs or Captive Employers with a valid Permanent Registration Number (PRN) obtained from the Ministry of Rural Development (MoRD), Government of India. Applicants should also have valid Letters of Intent (LoIs) with companies or industries for placement of trained candidates. Captive Employers must have in-house manpower requirements and should apply under the Captive Employer category.
Consortium participation is not allowed.
Sub-contracting is also not allowed. Financial Criteria The EOI notice does not specify a minimum turnover, net worth requirement, or estimated project cost. Financial eligibility and appraisal will be governed by MoRD guidelines and DDU-GKY 2.0 appraisal parameters. Tender Fee and Appraisal Fee Interested PIAs must apply through the MoRD integrated portal and pay a non-refundable initial screening fee of ₹25,000 plus 18% GST. Eligible agencies, after initial screening, will be intimated by NIRDPR to deposit ₹1,25,000 plus 18% GST towards Qualitative Appraisal.
