Scope of Work
The selected PIAs will be responsible for implementing DDU-GKY 2.0 skill development projects in Tamil Nadu. The broad scope includes:
- Mobilisation and sourcing of eligible rural poor candidates from all four regions of Tamil Nadu.
- Skill training as per approved job roles, Qualification Packs, National Occupational Standards, and DDU-GKY 2.0 guidelines.
- Operation of compliant training centres with infrastructure, trainers, monitoring systems, and required approvals.
- Ensuring placement or self-employment outcomes as per DDU-GKY 2.0 norms.
- Meeting region-wise, category-wise, and sector-wise priorities specified by TNCDW.
- Completing training and placement targets within the prescribed timelines.
- Complying with MoRD, TNCDW, and DDU-GKY 2.0 Standard Operating Procedures, notifications, and appraisal requirements.
The EOI targets training of 45,000 candidates, including a focus on captive employment, where at least 20% of candidates are expected to be trained under the captive employment category.
Eligibility Criteria for Applicants
Eligible entities may apply if they fall under one of the following categories:
- Registered entities, including organisations registered under:
- SHG Federations, including:
- Government or Semi-Government Organisations at State or National level.
- NGOs, provided they are registered with the NITI Aayog Darpan Portal.
- The applicant organisation should be more than three years old at the time of application, except DPIIT-registered startups.

Non-Eligibility / Disqualification Conditions
The following applicants are not eligible to apply:
- Existing PIAs with old DDU-GKY sanctioned projects where recovery proceedings are ongoing.
- Existing PIAs that could not place at least 50% of trained candidates under DDU-GKY as on 31.03.2026.
- Agencies whose key managerial personnel were associated with defaulting PIAs, as per Accounting Standard 18.
- Sister concerns, subsidiaries, or organisations against whom fund recovery proceedings were initiated.
- Agencies having directors involved in organisations that defaulted earlier under DDU-GKY.
- Agencies blacklisted by any Government authority.
- Consortiums are not allowed.

Placement Requirements
The core outcome of the DDU-GKY 2.0 program is placement. Key requirements include:
- Minimum 70% placement outcome, including:
- Wage employment: minimum 50%
- Self-employment: maximum 20%
- Candidate placement should preferably be in the same sector and job role in which training was conducted.
- Placement in one other sector or job role may be considered if the salary is at least 20% higher than the job role for which training was provided.
- Minimum monthly remuneration:
- 3-month courses: ₹10,000 per month or minimum wages for semi-skilled category, whichever is higher.
- 6-month courses: ₹15,000 per month or minimum wages for semi-skilled category, whichever is higher.
