Tender Brief Nagaland DDU-GKY 2.0 EOI 2026: NSRLM Invites PIAs for Placement-Linked Skill Development Training
Tender Description Nagaland State Rural Livelihoods Mission invites Expression of Interest under DDU-GKY 2.0 for eligible PIAs with valid PRN to implement placement-linked skill development training for rural poor youth in Nagaland during FY 2026–2028.

Scope of Work

Selected PIAs will be responsible for implementing placement-linked skill development training programmes for rural poor youth in Nagaland under DDU-GKY 2.0.

The proposals must focus only on the following approved sectors:
  1. Aerospace & Aviation
  2. Automotive
  3. Agriculture
  4. Construction
  5. Electronics
  6. Food Processing
  7. Green Jobs
  8. Healthcare
  9. IT & ITES
Training programmes should be short-term duration courses with a minimum duration of 576 hours / 3 months, extendable up to 4.5 months, as applicable under DDU-GKY 2.0 guidelines.

Eligibility Criteria

Eligible applicants must meet the following basic conditions:

  1. The applicant must be an eligible Project Implementing Agency (PIA).
  2. The PIA must have a valid new Permanent Registration Number (PRN) obtained from the Ministry of Rural Development (MoRD), Government of India.
  3. The proposal must be submitted only through the official MoRD online portal.
  4. The proposal must be aligned with DDU-GKY 2.0 guidelines and procedures.
  5. Proposals must be submitted only for the listed sectors mentioned in the notice.
  6. Incomplete proposals will be summarily rejected.

Pre-Qualification / Preference Criteria

Preference will be given to:

  1. PIAs with a proven track record in placement-linked training.
  2. PIAs having existing training centres in Nagaland.
  3. Proposals covering Persons with Disabilities (PwD) candidates.
Proposals submitted for sectors other than the notified sectors may not be considered unless specifically accepted under exceptional circumstances.

Financial Criteria

Submission Guidelines

Interested and eligible PIAs must submit their proposals online through the official MoRD portal at https://kaushal.rural.gov.in on or before 31 May 2026.

Applicants must pay the non-refundable initial screening fee of ₹25,000 plus 18% GST through RTGS in favour of the designated Project Appraisal Agency account. Applicable agencies will later be informed to deposit ₹1,25,000 plus 18% GST for qualitative appraisal.
No physical submission of documents is required, as the entire application, proposal screening, and selection process will be conducted online as per MoRD norms.
