Scope of Work

The selected Project Implementing Agencies will be responsible for implementing DDU-GKY 2.0 skill training and placement projects in Tamil Nadu. The broad scope includes:

  1. Mobilization of eligible rural poor youth from Tamil Nadu.
  2. Conducting skill training as per DDU-GKY 2.0 Guidelines, SOPs and MoRD/TNCDW notifications.
  3. Delivering courses with a minimum duration of 3 months and 576 training hours, including 416 domain hours and 160 non-domain hours.
  4. Ensuring trainers have valid SSC ToT certification and relevant qualifications.
  5. Providing placement-linked training in approved sectors and job roles.
  6. Meeting placement outcomes, including wage employment and self-employment targets.
  7. Installing IP-enabled CCTV cameras for centralized training centre monitoring.
  8. Completing training and appointment processes within the timeline specified by TNCDW.

Eligibility Criteria for PIAs

Eligible applicants may include:

  1. Entities registered under the Indian Trusts Act, State Society Registration Act, State Cooperative Societies Act, Multi-State Cooperative Societies Act, Companies Act 2013 or Limited Liability Partnership Act 2008.
  2. SHG Federations, including Cluster Level Federations and Block Level Federations.
  3. Government or semi-government organizations at State or National level.
  4. NGOs registered on the NITI Aayog Darpan Portal.
  5. Entities that are more than three years old at the time of application, except DPIIT-registered start-ups.

Eligible Categories of PIAs

  1. TNCDW has indicated four categories of PIAs under DDU-GKY:

Non-Eligibility Conditions

The following entities are not eligible to apply:

  1. Existing PIAs with sanctioned DDU-GKY projects where recovery proceedings are ongoing.
  2. PIAs unable to place 50% of trained candidates under DDU-GKY as on 31.03.2026.
  3. Agencies whose key managerial personnel are associated with defaulting PIAs.
  4. Sister concerns or subsidiaries of organizations against which recovery proceedings have been initiated.
  5. Agencies whose directors were involved in earlier DDU-GKY defaulting agencies.
  6. Agencies blacklisted by any Government authority.
  7. Consortium applications are not permitted.

Financial Criteria, Tender Fee and Appraisal Fee

  1. The Project Appraisal Agency for DDU-GKY 2.0 projects is NIRDPR, Hyderabad. PIAs clearing the initial screening must deposit the appraisal fee for quality appraisal.

Placement Requirements

  1. The core outcome of DDU-GKY 2.0 is placement. PIAs must comply with the following placement norms:

  1. Candidates must be mobilized from all four regions of Tamil Nadu, namely North, South, West and Central Tamil Nadu. At least 10% of candidates should be mobilized from each region.
