Scope of Work
The selected Project Implementing Agencies will be responsible for implementing DDU-GKY 2.0 skill training and placement projects in Tamil Nadu. The broad scope includes:
- Mobilization of eligible rural poor youth from Tamil Nadu.
- Conducting skill training as per DDU-GKY 2.0 Guidelines, SOPs and MoRD/TNCDW notifications.
- Delivering courses with a minimum duration of 3 months and 576 training hours, including 416 domain hours and 160 non-domain hours.
- Ensuring trainers have valid SSC ToT certification and relevant qualifications.
- Providing placement-linked training in approved sectors and job roles.
- Meeting placement outcomes, including wage employment and self-employment targets.
- Installing IP-enabled CCTV cameras for centralized training centre monitoring.
- Completing training and appointment processes within the timeline specified by TNCDW.
Eligibility Criteria for PIAs
Eligible applicants may include:
- Entities registered under the Indian Trusts Act, State Society Registration Act, State Cooperative Societies Act, Multi-State Cooperative Societies Act, Companies Act 2013 or Limited Liability Partnership Act 2008.
- SHG Federations, including Cluster Level Federations and Block Level Federations.
- Government or semi-government organizations at State or National level.
- NGOs registered on the NITI Aayog Darpan Portal.
- Entities that are more than three years old at the time of application, except DPIIT-registered start-ups.

Non-Eligibility Conditions
The following entities are not eligible to apply:
- Existing PIAs with sanctioned DDU-GKY projects where recovery proceedings are ongoing.
- PIAs unable to place 50% of trained candidates under DDU-GKY as on 31.03.2026.
- Agencies whose key managerial personnel are associated with defaulting PIAs.
- Sister concerns or subsidiaries of organizations against which recovery proceedings have been initiated.
- Agencies whose directors were involved in earlier DDU-GKY defaulting agencies.
- Agencies blacklisted by any Government authority.
- Consortium applications are not permitted.
Financial Criteria, Tender Fee and Appraisal Fee

- The Project Appraisal Agency for DDU-GKY 2.0 projects is NIRDPR, Hyderabad. PIAs clearing the initial screening must deposit the appraisal fee for quality appraisal.

- The core outcome of DDU-GKY 2.0 is placement. PIAs must comply with the following placement norms:
