Scope of Work
- The selected agency will be responsible for the design, development, deployment, integration, and maintenance of an AI-based multilingual interview platform. The platform must use advanced technologies such as Artificial Intelligence, Natural Language Processing, Machine Learning, Speech-to-Text, Text-to-Speech, and Conversational AI.
- The solution must include a multilingual AI mock interview module that can simulate real job interviews across various domains, job roles, and experience levels. It should dynamically adapt interview questions based on the candidate’s profile, responses, skills, and experience.
- Key functional requirements include:
AI Avatar-Based Interview Experience
- The platform should provide at least six AI avatars, including three male and three female avatars. Each avatar must have a distinct visual identity, voice, and interview style.
Multilingual Support
- English, Hindi, and Telugu must be supported from the first day of deployment. Additional regional languages such as Tamil, Kannada, Malayalam, Marathi, Bengali, and Odia are desirable.
Conversational Interview Intelligence
- The platform must support natural interaction, voice activity detection, speech interruption handling, follow-up questions, and low-latency responses with a target response time of less than 2 seconds.
Experience-Based Interview Flow
- The AI interview flow must adapt for freshers, mid-level candidates, and senior professionals. Interview questions should align with the NOS / LOC and NQR-based skill assessment framework, NCVT, and NSQF job roles.
Job-Specific Interview Customization
- Users should be able to select jobs from their Naipunyam Portal “Interested Jobs” list or create virtual jobs by entering job title, company name, job description, required skills, and experience level.
Post-Interview Feedback and Analytics
- The system must generate a performance report after each interview session, including scores for communication skills, technical knowledge, problem-solving ability, and confidence. Improvement suggestions should also be provided.
Naipunyam Portal Integration
- The solution must integrate with APSSDC’s Naipunyam Portal through Single Sign-On and support secure data synchronization for user profiles, resumes, interested jobs, training history, and assessment results.
Technical and Security Requirements
- The platform must follow a cloud-native, microservices-based architecture with horizontal scalability, 99.5% uptime SLA, end-to-end encryption, role-based access control, secure APIs, and responsive design for desktop, tablet, and mobile devices.

Financial Criteria
- The financial bid will be evaluated only for technically qualified bidders. The tender follows an L1 selection model, where the lowest responsive commercial quote will be considered for award.
- The commercial quote must be submitted for the amount to be charged per 10 minutes of AI interview session, including base price, GST, and total amount. Payment will be made based on per 10 minutes per candidate.

Submission Guidelines
Bids must be submitted online through the AP e-Procurement portal. Bidders must register on the portal, upload eligibility documents, qualification documents, technical bid, and financial bid in the prescribed online formats.
Key submission instructions:
- The bid must be digitally signed using a valid Digital Signature Certificate.
- Scanned copies of all required certificates, documents, and undertakings must be uploaded.
- Pre-qualification and technical proposals must not include any financial information.
- Financial bid must be uploaded only in the financial bid section.
- If the financial bid is uploaded along with the pre-qualification or technical bid, the bid may be rejected.
- Offline submission of the tender document will not be considered.
- Physical bid / hardcopy submission is not applicable, except where original BG submission is required for EMD.
