Scope of Work
Selected Project Implementing Agencies will be responsible for implementing DDU-GKY 2.0 projects in Kerala, including:
- Mobilisation and skilling of rural poor youth in Kerala.
- Delivery of approved training programmes as per DDU-GKY 2.0 guidelines and SOP.
- Running training programmes in eligible SSC-aligned job roles.
- Ensuring placement outcomes through wage employment, self-employment, or gig employment.
- Meeting placement verification and documentation requirements.
- Starting the first batch of training on or before 31 July 2026.
- Completing all training targets by 31 December 2027.
- Ensuring placement or self/gig employment of trained candidates begins on or before 31 March 2028.
Preference will be given to agencies willing to start training centres in rural areas of Kerala.
Pre-Qualification / Eligibility Criteria
To apply for a project under this EOI, the applicant entity should meet the following eligibility conditions:
- The entity should be registered under any of the following:
- Indian Trust Act
- State Society Registration Act
- State Cooperative Societies Act
- Multi-State Cooperative Societies Act
- Companies Act, 2013
- Limited Liability Partnerships Act, 2008
- SHGs and their federations, including Cluster Level Federation / Block Level Federation
- Government or semi-government organisations at State or National level are eligible.
- NGOs must be registered with NITI Aayog’s Darpan Portal.
- The applicant should be more than three years old at the time of application, except start-ups.
- Start-ups for skilling recognised by the Department for Promotion of Industry and Internal Trade, Ministry of Commerce & Industry, Government of India, are eligible.
- Applicant entities should have a valid PRN allotted by the Ministry of Rural Development, Government of India.
Categories of Eligible PIAs
The EOI recognises the following categories of Project Implementing Agencies:
- Captive Employers: Organisations having their own requirement and capacity to train and absorb trained candidates.
- Existing PIAs: Agencies with more than 50% placement experience under DDU-GKY 1.0.
- New Skilling Agencies: Agencies without previous DDU-GKY experience.
- Recognised Start-ups for Skilling: Start-ups recognised by the competent authority under Government of India norms.
Ineligible Applicants
The following entities are not eligible to apply:
- Existing PIAs with sanctioned DDU-GKY projects and ongoing recovery proceedings.
- Existing PIAs unable to place 50% of trained candidates under DDU-GKY 1.0.
- Agencies whose key managerial personnel were associated with defaulting PIAs.
- Sister concerns or subsidiaries of organisations against which recovery action has been initiated.
- Agencies having directors involved in entities that previously defaulted under DDU-GKY.
- Agencies blacklisted by the Government.
- Consortium applicants.
Placement Conditions
Placement is the core outcome of the DDU-GKY programme. Placement may be considered under:
- Wage employment
- Self-employment
- Gig employment
The minimum placement requirement is 70% of trained candidates. Out of this, at least 50% must be through wage employment, while up to 20% may be through self-employment or gig employment.
Placement must generally be in the same job role or sector in which domain training is provided. Cross-placement in unrelated sectors may be discouraged unless the salary offered is at least 20% higher than the role for which training was provided.
Placement verification will be conducted only by State and Centre-appointed entities.

For placement consideration, employment should be for a minimum of six months, continuous or non-continuous, with one or multiple employers. Cash payments will not be accepted as valid proof of placement or payment.
