| Pre-Qualification Criteria | 📌 Scope of Work
Empanelment of Industry/Industry-promoted or partnered institutions to conduct demand-driven skill training with Corporate Certification in Government Colleges of Rajasthan.
The selected partners will handle: · Designing training programs & curriculum.
· Setting up state-of-art training infrastructure in government colleges.
· Deploying qualified trainers.
· Mobilization, counselling, and enrollment of candidates.
· Training delivery (240–540 hours, offline).
· Assessment & Corporate/Global Certification.
· Placement support (minimum 70% candidates).
· Tracking of candidates for one year.
· Monitoring, reporting, and compliance with guidelines.
Target: Training of 10,000 candidates in the first year.
📌 Eligibility Criteria
1. Legal Entity:
o Registered in India on/before 31.03.2021.
o Either an Industry or Industry-promoted/partnered institute.
2. Financials:
o Industry: Avg. annual turnover of ₹20 Cr. from core business in last 3 years & positive net worth.
o Industry-promoted institute: Avg. annual turnover of ₹2 Cr. from skill development activities in last 3 years & positive net worth.
3. Experience & Capacity:
o At least 2 similar assignments with Central/State Govt./CSR in past 3 years.
o At least 2 functional skill development centres.
o Placement record: 500+ candidates placed in last 3 years.
o Access to minimum 200 vacancies for proposed courses.
4. Human Resources:
o Industry: 100 employees + 5 trainers (sector-specific).
o Promoted institute: 20 employees + 5 trainers (sector-specific).
5. Compliance:
o GST & PAN registered, no dues pending till 31.03.2025.
o Not blacklisted/terminated by any Govt. authority.
6. Other Declarations:
o No conflict of interest, affidavit & code of integrity compliance.
📌 Financial Criteria
· Bid Document Fee: ₹5,000 (non-refundable) – DD in favor of Commissioner, College Education, payable at Jaipur.
· Bid Processing Fee: ₹2,500 (non-refundable) – DD in favor of MD, RISL, payable at Jaipur.
· Performance Security: 5% of total contract value (Bank Guarantee/DD/Banker’s Cheque, valid till project end + 60 days).
📌 Tender Fee & EMD
· Tender Fee = ₹5,000 (DD).
· Processing Fee = ₹2,500 (DD).
· EMD is not specified separately; instead, Performance Security (5%) is required after empanelment.
📌 Submission Guidelines
· Bids must be submitted online at http://eproc.rajasthan.gov.in.
· Hard copies of Bid Fee & Processing Fee DDs must be physically submitted at CCE, Jaipur before deadline.
· Digital Signature Certificate (Class III) required for submission.
· Technical proposal to include TECH forms (organizational, financial, HR, experience, compliance).
· Technical Presentation (offline at Jaipur) is mandatory after shortlisting.

· Minimum Qualifying Score: 70/100.
· Empanelment Category:
o A: >80 marks (Up to 1000 candidates, max 10 colleges)
o B: 75–80 marks (Up to 750 candidates, max 7 colleges)
o C: 70–75 marks (Up to 500 candidates, max 5 colleges) |
