Scope of Work

The broad scope includes end-to-end public cloud infrastructure support for IIT Madras. The selected Cloud Service Partner is expected to support an organizational cloud account and enable secure, scalable, and centrally monitored cloud adoption across the Institute.

Major scope components include:

  1. Cloud hosting and management of existing and new applications.
  2. Migration of applications and data from on-premises infrastructure to cloud.
  3. Design and deployment of scalable and secure cloud architecture.
  4. Disaster Recovery setup and management.
  5. Cloud security services including firewall, WAF, DDoS protection, encryption, IAM, audit logs and security assessment.
  6. Managed database services and AI/ML cloud services.
  7. Ongoing cloud monitoring, optimization, technical support and cost management.
  8. HPC, GPU, AI/ML and research computing infrastructure.
  9. Data protection, encryption, data residency and compliance controls.
  10. Knowledge transfer and training for IIT Madras IT staff.

Pre-Qualification and Eligibility Criteria

Bidders must comply with the basic bidder eligibility and mandatory qualification criteria. Key eligibility requirements include:

  1. Bidder must be a company registered in India under the Companies Act, 2013 or erstwhile Companies Act, 1956, with a registered office in India.
  2. Bidder must not be from a country sharing a land border with India unless registered with the competent authority as required.
  3. Only Class-I and Class-II local suppliers are eligible under the Make in India procurement preference framework.
  4. Bidder should not be debarred, blacklisted, convicted, or involved in any pending criminal/economic offence.
  5. Bidder must be an OEM or an authorized supplier of OEM and must submit an OEM certificate/authorization letter.
  6. Bidder must have valid GST and PAN registration.

Evaluation Method

The tender follows a technical and financial evaluation approach. Technical qualification will be assessed first. Only technically qualified bidders will proceed to financial evaluation. The tender text refers to QCBS-based assessment involving technical and cost scoring. Bidders should check the latest corrigendum/pre-bid clarification because the tender text contains references to both 70:30 and 75:25 technical-cost evaluation models in different sections.

Submission Guidelines

Bids must be submitted online only through the Central Public Procurement Portal. Manual submission, email submission, or offline bid submission will not be accepted.

Technical Bid should be uploaded in PDF format and should include all eligibility documents, EMD proof or exemption documents, technical compliance sheet, signed tender document and supporting certificates.

Financial Bid must be submitted only in the prescribed BOQ format in XLS format. Bidders should not disclose price details anywhere in the technical bid. Any pricing information in the technical bid may lead to rejection.

Bidders should use a valid Digital Signature Certificate and ensure timely submission before the deadline. Server time on the CPP Portal will be considered for bid submission and opening deadlines.
