1. Assist BECIL in end-to-end assessment management of skill training beneficiaries.
2. Provide technology-enabled systems for:
   ✓ Online/remote assessments
   ✓ Live monitoring & live streaming
   ✓ AI-based proctoring
   ✓ Data recording & exam supervision
3. Maintain Assessor Management System:
   1. onboarding, empanelment, availability, TOA training, performance rating & monitoring
4. Provide secure evidence capture & storage:
   1. biometric logs, photos, videos, encrypted data, cloud archiving
5. Build grievance redressal & audit support systems.
6. Facilitate desktop audits & compliance with NCVET/MSDE norms.
7. Handle coordination with training centers & funding ministries.

1. Must be a registered legal entity (Company/LLP/Partnership, etc.).
2. Must not be blacklisted, debarred, or involved in corrupt/undue influence activities.

1. Bank Guarantee of ₹1,00,000/- valid for 2 years.
2. Additional PBG if work value exceeds BG limit.
3. Mandatory acceptance of back-to-back payments & waiver of MSME interest rights.

1. Proven experience in:
   1. skill/assessment tech enablement
   2. assessor management
   3. remote & on-site assessments
   4. evidence-based digital certification systems
2. Must provide platform capability for:
   1. question bank management
   2. live streaming biometric proctoring
   3. multilingual assessment support

1. Entity should comply with Land Border Regulations (Appendix-11 required).
2. No subcontracting permitted.
3. No conflict of interest (as per Code of Integrity norms).
4. Must provide Power of Attorney authorizing signatory.

1. Bid format is percentage of project value assigned to BECIL.
2. Quotation to be submitted excluding GST.
3. All payments back-to-back after BECIL receives funding from client/ministry.

1. Late submission penalty: 1% per week up to max 10% of work order value.
2. Delay beyond 50 days → Contract termination + PBG forfeiture.
3. Poor performance → termination + blacklisting up to 2 years.

1. Financial Bid ONLY online on CPP portal.
2. Envelope title:

1. Payment is based on:
   1. successful beneficiary assessment count
   2. submission of evidence (video/photo/biometric)
   3. payment received by BECIL from client
2. No advance payment.
3. No claim allowed if ministry delays funding.

2. Selection based on highest combined score.
