Tender Brief TERMS OF REFERENCE (TOR) FOR "Skill Development Programme on Skill Training of Jail Inmates in Punjab assisted by NABARD
Tender Description Issued By: Punjab Skill Development Mission (PSDM) Supported By: NABARD Purpose: Empowering jail inmates through skill development training under the PMKVY Scheme to enhance employability and facilitate reintegration into society.
Pre-Qualification Criteria

Scope of Work:

  • Conduct skill development training for jail inmates across Punjab in specified trades, including:
    • Assistant Manual Arc Welder
    • Carpenter
    • Electrician
    • Plumber General
    • Handicraft
    • Basic Computer/Data Entry Operator
  • Training target: 25 inmates per job role across designated locations (Bathinda, Gurdaspur, Hoshiarpur, Sri Goindwal Sahib, Nabha, Barnala).
  • Completion Timeline: 4 months from work order issuance.

Role of Training Partners:

  1. Deliver high-quality training using certified trainers and ToT-certified personnel.
  2. Ensure infrastructure readiness, including classrooms, labs, pantry, AC, CCTV, biometric attendance, and projectors.
  3. Conduct mobilization, assessments, and certification of trainees.
  4. Submit periodic progress reports and maintain accurate records.
  5. Facilitate placement or self-employment opportunities for trainees.

  • Eligibility:

    • Empaneled training partners with PSDM.
    • Accreditation on the Skill India Portal.
    • Infrastructure compliance with PMKVY guidelines.

  • Financials:

    • Tender Fee: ₹1,000
    • Processing Fee: ₹10,000
    • EMD: ₹25,000
    • Performance Bank Guarantee: 10% of contract value.

  • Costing:

    • As per PMKVY cost norms.
    • Assessment fees to be borne by the training agency.

  • Penalties:

    • Non-compliance, delays, or subletting may lead to penalties, forfeiture of EMD, or de-empanelment.
