Scope of Work

The selected agency will be responsible for:

1. Conducting classroom coaching for ADRE, APSC and other Government Competitive Examinations
2. Providing coaching to 80 candidates at Moran National Skill Development Centre for 6 months
3. Identifying the top five performers for advanced coaching at Guwahati for an additional 10 months
4. Deploying qualified faculty members
5. Providing study materials and structured training methodology
6. Delivering presentations on training approach during technical evaluation
7. Managing complete implementation of the coaching programme as per Government requirements.

Eligibility Criteria

Interested agencies should satisfy the following eligibility conditions:

1. Registered Organisation/Company/Society/Firm/Trust operating in Assam
2. Must possess valid Registration Certificate
3. Minimum average annual turnover of ₹30 Lakhs during FY 2022-23, 2023-24 and 2024-25
4. Minimum 5 years' experience in similar services (as per GeM Bid)
5. Experience in providing coaching for:
   1. APSC
   2. UPSC
   3. Banking
   4. ADRE
   5. Other Government Competitive Examinations
6. Experience of working with Assam Government Departments
7. Experience with Colleges and Universities
8. Qualified faculty with CVs
9. Organisation should not be blacklisted by Government of India or Government of Assam.

Technical Evaluation (QCBS)

The tender follows the Quality and Cost Based Selection (QCBS) method.

1. Technical Weightage: 80%
2. Financial Weightage: 20%
3. Minimum Technical Qualification Score: 60 Marks

Major evaluation parameters include:

1. Experience with Colleges & Universities
2. Assam Government coaching assignments
3. Number of successful Government exam candidates
4. Faculty  strength
5. Average turnover
6. Number of branches/project centres
7. Presentation on training methodology and implementation approach.

Financial Criteria

1. Minimum Average Annual Turnover: ₹30 Lakhs
2. Financial years considered:
   1. FY 2022-23
   2. FY 2023-24
   3. FY 2024-25
3. Turnover certificate to be submitted from Chartered Accountant/Audited Financial Statements.

Tender Information Summary

Assam Government Releases GeM Tender for ADRE, APSC & Government Exam Coaching Programme in Tinsukia

The Office of the District Commissioner, Tinsukia, Government of Assam, has invited online bids through the Government e-Marketplace (GeM) for selecting an experienced training agency to implement the ADRE, APSC & Other Government Competitive Examination Coaching Programme at the Moran National Skill Development Centre, Rupai.

The initiative forms part of the One Time Special Grant for Development of Moran Community (Phase-V) and focuses on improving employability among youth by providing structured coaching for various Government recruitment examinations.

Under the project, the selected agency will provide six months of intensive classroom coaching to 80 candidates. After completion of the programme, the five highest-performing students will receive an opportunity for advanced coaching in Guwahati for an additional ten months.

The Government has adopted the Quality and Cost Based Selection (QCBS) methodology, giving 80% weightage to technical capability and 20% to financial quotation. Agencies must secure at least 60 technical marks to qualify for financial evaluation.

Eligible organisations should have a minimum average annual turnover of ₹30 lakh during the last three financial years and possess proven experience in delivering coaching programmes for APSC, ADRE, UPSC, Banking and other Government competitive examinations. Preference is given to agencies with extensive experience working with Assam Government departments, colleges and universities, qualified faculty, and established training centres.
