Scope of Work

The selected agency will be responsible for:

1. Mobilization of eligible beneficiaries.
2. Registration, verification and documentation of trainees.
3. Planning and organizing capacity building and skill development programmes.
4. Deployment of qualified trainers, programme coordinators and support staff.
5. Conducting practical demonstrations and hands-on learning sessions.
6. Attendance management through biometric or approved digital systems.
7. Submission of daily attendance, photographs, progress reports and MIS.
8. Preparation of monthly training calendars.
9. Coordination with PPDC officials throughout implementation.
10. Ensuring compliance with Government guidelines and PPDC quality standards.
11. Providing dashboard-based monitoring and reporting.
12. Supporting inspections, audits and third-party evaluations.

Project duration: August 2026 to November 2026.

Pre-Qualification / Eligibility Criteria

Eligible bidders should satisfy the following:

1. Company, Partnership Firm or Society registered for at least 5 years.
2. Valid PAN and GST Registration.
3. Average Annual Turnover of minimum ₹2 Crore during FY 2023-24, FY 2024-25 and FY 2025-26.
4. Positive Net Worth.
5. Experience of executing similar capacity building/training projects.
6. At least one similar work order of ₹1.50 Crore or above.
7. Experience of training 20,000 participants in a single financial year.
8. Experience of decentralized implementation across Uttar Pradesh.
9. Dedicated team of minimum 20 staff members.
10. Minimum 5 key professionals having at least five years of relevant experience.
11. Submission of implementation methodology presentation.

Financial Criteria

1. Average Annual Turnover: ₹2 Crore
2. Positive Net Worth: Mandatory
3. Similar Single Work Order: ₹1.50 Crore
4. Performance Bank Guarantee: 3% of Contract Value
5. Payment based on verified milestones.

PPDC Agra Releases GeM Tender for Capacity Building and Skill Development Training Programmes under MSME

The Process and Product Development Centre (PPDC), Agra, an autonomous institution under the Ministry of Micro, Small and Medium Enterprises (MSME), Government of India, has invited online bids through the Government e-Marketplace (GeM) for the selection of a professional agency to organize and manage Capacity Building and Skill Development Training Programmes.

The initiative aims to strengthen employability, entrepreneurship, and livelihood opportunities by implementing structured training programmes across Agra and nearby districts during the financial year 2026-27. The selected implementation partner will be responsible for end-to-end programme execution, including beneficiary mobilization, trainer deployment, attendance management, reporting, monitoring, documentation, and coordination with PPDC officials.

The project follows the Quality and Cost Based Selection (QCBS) methodology, giving 70% weightage to technical capability and 30% to financial evaluation. This emphasizes the importance of experienced training providers with proven expertise in delivering large-scale government skill development initiatives.

Eligible organizations must demonstrate a minimum average annual turnover of ₹2 crore, maintain a positive net worth, possess significant experience in executing similar training programmes for Government departments or Public Sector Undertakings, and have the organizational capacity to manage decentralized implementation across Uttar Pradesh.

The estimated project value is ₹1.68 crore with an Earnest Money Deposit (EMD) requirement of ₹2 lakh. Interested agencies must submit their bids online through the GeM Portal before 17 August 2026 at 4:00 PM, while technical bid opening is scheduled for 17 August 2026 at 4:30 PM.
