Scope of Work

The selected bidder will be responsible for:

1. Conducting offline plumbing skill development training.
2. Training approximately 770 candidates at third-party training locations.
3. Organizing training at the block level.
4. Supplying plumbing and hand-pump repair tool kits.
5. Arranging meals and logistics during training.
6. Conducting 3-day training programmes.
7. Maintaining attendance records, photographs, reports, and documentation.
8. Issuing certificates in the format prescribed by the department.
9. Cooperating with departmental inspections and monitoring.
10. Completing the project within the contract period.

The tender also includes procurement and distribution of plumbing tool kits comprising multiple plumbing and hand-pump repair tools for trainees.

Pre-Qualification Criteria

The bidder should:

1. Have experience in similar vocational training services.
2. Upload all certificates requested in the bid, ATC, and corrigendum.
3. Possess ISO 9001 certification.
4. Submit GST registration and PAN.
5. Provide recent GSTR-3B details.
6. Provide CVC-related documents wherever applicable.
7. Maintain a dedicated customer support/contact number.
8. Submit all mandatory declarations and affidavits.

Eligibility Criteria

The bidder must:

1. Have at least 3 years of similar experience.
2. Have completed similar assignments for Government/PSU organizations.
3. Meet the turnover requirement.
4. Upload audited financial documents.
5. Accept all bid terms and conditions.
6. Submit technical and financial bids through GeM.

Financial Criteria

1. Minimum Average Annual Turnover: ₹50 Lakhs
2. Documentary proof through audited balance sheets/CA certificate required.
3. Price should be inclusive of GST.
4. Payment will be released after successful completion of training and submission of required documents.

Tender Fee & EMD

The corrigendum additionally permits submission of EMD through Fixed Deposit Receipt (FDR) subject to prescribed conditions.

Submission Guidelines

1. Submit bid through the GeM portal.
2. Upload all mandatory technical documents.
3. Upload turnover proof, GST, PAN, ISO, affidavits, declarations, and other ATC documents.
4. Submit physical copies of the declaration, affidavit, and EMD (where required by the buyer) within three days after bid closing.
5. One sample of each quoted item must be submitted within three days of bid end date as specified in the buyer's uploaded ATC.
