Scope of Work

The selected agency will be responsible for:

1. Conducting a preparatory API RP 650 & API RP 653 training programme for approximately 20 participants.
2. Covering the latest API Body of Knowledge along with associated standards including NACE.
3. Deploying two experienced faculty members.
4. Conducting the programme for a minimum of six working days, excluding holidays/Sundays, with 8 hours of training per day.
5. Providing both printed study material and soft copies in branded pen drives to every participant.
6. Conducting a mock examination after completion of the programme.
7. Issuing training certificates to all participants.
8. Arranging faculty travel, boarding, lodging and local transportation.
9. Conducting training on dates communicated by IOCL at least seven working days in advance.

IOCL will provide only the classroom and LCD projector facility.

Faculty Qualification Requirements

The training faculty should possess:

1. B.Tech/B.E. or equivalent qualification.
2. Valid API 650/653 certification.
3. Level III certification in RT/UT/MPT (as specified in the tender).
4. Experience of conducting API 510/572/574/650/653 training programmes during the last three years.

Pre-Qualification Criteria (PQC)

The tender specifies the following:

Financial PQ

2. Similar Work Value: Not Applicable
3. However, bidders must submit audited financial statements wherever applicable as prescribed.

Technical PQ

The bidder must submit:

1. At least one Purchase Order executed during the last seven years for Training in any API Code/Standard.
2. Corresponding Completion Certificate.

Eligibility Criteria

Eligible organizations should have:

1. Experience in delivering professional API training.
2. Qualified faculty meeting IOCL requirements.
3. Capability to conduct classroom-based industrial training.
4. Required statutory registrations.
5. Ability to upload complete technical and commercial bids through the GeM Portal.

Financial Criteria

Estimated value derived from the Schedule of Rates.

Submission Guidelines

Interested bidders should:

IOCL Invites GeM Bids for API 650 & API 653 Industrial Training Programme at Mathura Refinery

Indian Oil Corporation Limited (IOCL), one of India's largest public sector energy companies, has released an Open GeM Tender for conducting a specialized Training Programme on API 650 & API 653 at its Mathura Refinery. The procurement has been issued through the Government e-Marketplace (GeM) under a Two-Bid System for a one-time service contract with a one-year contract period.

One of the notable aspects of this procurement is that no Earnest Money Deposit (EMD) and no Tender Fee have been prescribed. However, bidders must demonstrate relevant technical capability by submitting evidence of at least one successfully completed API Code/Standard training assignment executed during the previous seven years, along with completion certificates.

The estimated procurement value is approximately ₹2.31 lakh, making it a suitable opportunity for specialized industrial training organizations, technical institutes, API-certified training providers, engineering consultancy firms and professional learning organizations working in the oil and gas sector.
