The selected training organization will conduct professional offline certification training for Defence personnel covering:

Training Requirements

• Training of 05 candidates for Red Hat Certified System Administrator (RHCSA).
• Training of 05 candidates for Red Hat Certified Engineer (RHCE).

Additional Technical Requirements

The bidder must additionally satisfy the following conditions:

1. Access to premium laboratory platforms.
2. RHCI Certified Trainer.
3. Red Hat Authorized Institute for at least 5 years.
4. More than 4 years GeM experience.
5. Company registered on MCA portal for at least 6 years.
6. Own internal CTFs and Lab Platform.
7. Delhi-based training organization with office within 30 km of buyer location.
8. Printed course material must be supplied.
9. Facility to record training sessions and share recordings with trainees.
10. Payment will be released after successful completion of training.

Eligibility Criteria

Eligible bidders should possess:

1. Experience in delivering similar professional training services to Government Departments, PSUs or State/Central Government organisations.
2. GeM verified financial turnover.
3. Technical capability to deliver RHCSA & RHCE certification programmes.
4. Compliance with all GeM conditions and Additional Terms & Conditions.

Pre-Qualification Criteria

Applicants should satisfy:

1. Minimum 5 Years experience in similar training services.
2. Minimum annual turnover requirement.
3. OEM Authorisation.
4. Required certificates as specified in ATC.
5. Compliance with all GeM technical requirements.

Ministry of Defence Invites GeM Bids for RHCSA & RHCE Professional Training Services Worth ₹2.99 Lakh

The Ministry of Defence, Department of Military Affairs, through Headquarters Integrated Defence Staff (HQIDS), has announced a GeM tender inviting experienced professional training institutes to deliver Red Hat Certified System Administrator (RHCSA) and Red Hat Certified Engineer (RHCE) certification programmes for defence personnel.

The tender has been released under GeM Bid No. GEM/2026/B/7772487, with an estimated procurement value of ₹2.99 lakh, and aims to enhance the technical capabilities of personnel through globally recognized Red Hat certification programmes.

The selected organisation will conduct structured offline training for five participants in RHCSA and five participants in RHCE. The training curriculum includes Linux administration, networking, storage management, system security, Ansible automation, SELinux, performance optimization, troubleshooting, and enterprise Linux administration.

Interested bidders must possess a minimum average annual turnover of ₹10 lakh and at least five years of relevant experience in delivering similar professional training services to Government organisations or Public Sector Undertakings. The buyer has also prescribed additional technical requirements, including RHCI-certified trainers, Red Hat authorization, premium laboratory access, an in-house Capture the Flag (CTF) platform, and a Delhi-based training facility located within 30 kilometres of the buyer's premises.

The bid does not require submission of an Earnest Money Deposit (EMD), making participation easier for eligible organisations. However, successful bidders will be required to furnish a Performance Bank Guarantee equivalent to 3% of the contract value.

The tender follows a Two-Packet bidding process through the Government e-Marketplace (GeM), with reverse auction enabled. Financial quotations must include a detailed price breakup, and all supporting eligibility documents should be uploaded during bid submission.

The last date for online submission of bids is 11 August 2026 at 09:00 AM, while technical bids will be opened on the same day at 09:30 AM.

Training providers, IT institutes, Red Hat Authorized Training Partners, and organizations specializing in enterprise Linux and cybersecurity training are encouraged to evaluate the eligibility requirements carefully before submitting their bids.
