Scope of Work

The selected Vocational Training Provider shall:

  1. Conduct sector-specific vocational skill training under Karnataka RAMP.
  2. Deliver technical, vocational, entrepreneurship and soft skill programmes.
  3. Organise approximately 310 training batches.
  4. Train nearly 7,750 employees of MSMEs.
  5. Cover all identified districts across Karnataka.
  6. Provide qualified trainers and domain experts.
  7. Deploy Learning Management System (LMS)/MIS for monitoring.
  8. Ensure quality assurance, documentation and reporting.
  9. Support assessment, monitoring and programme implementation.
  10. Work in accordance with KCTU Terms of Reference.

Pre-Qualification Criteria

Interested bidders must satisfy the following:

Legal Status

  1. Registered legal entity in India.
  2. Company/LLP/Partnership/Society/Trust/Section 8 Company/Cooperative Society/PSU/Government Organisation.
  3. Minimum three years of existence.

Experience

  • Minimum 2 similar assignments during the last 7 financial years.
  • Experience in:
    • Skill Development
    • Vocational Training
    • RPL
    • Entrepreneurship Development
    • Capacity Building
  • Projects must have been executed for Government/PSU/NSDC/Sector Skill Councils or similar public institutions.
  • Combined training target of at least 5,000 beneficiaries.

Turnover

Average Annual Turnover of ₹2 Crore during:

  1. FY 2022-23
  2. FY 2023-24
  3. FY 2024-25

Other Requirements

  1. Not blacklisted.
  2. Valid Power of Attorney.
  3. SOPs for programme delivery.
  4. LMS/MIS capability.
  5. Operational office in Karnataka.

  7. Pool of minimum 10 qualified trainers.
  8. Required key professional staff including Project Manager, TVET Expert and Project Associates.

Karnataka Government Invites Vocational Training Providers under RAMP Programme Worth ₹1.94 Crore

The Karnataka Council for Technological Upgradation (KCTU), functioning under the Directorate of Industries and Commerce, Government of Karnataka, has issued a Request for Proposal (RFP) inviting experienced Vocational Training Providers (VTPs) to implement skill development programmes under the Karnataka Raising and Accelerating MSME Performance (RAMP) Programme.

The initiative is designed to strengthen workforce capability across Karnataka's Micro, Small and Medium Enterprises (MSMEs) by providing structured vocational, technical and entrepreneurship-focused training.

Under this programme, the selected agency will conduct approximately 310 training batches for nearly 7,750 employees representing micro enterprises spread across all 31 districts of Karnataka. The training programmes will focus on multiple industrial sectors including food processing, automobile, textiles, apparel, engineering, chemicals, furniture, plumbing, jewellery and other identified MSME sectors.

The RFP follows a Quality and Cost Based Selection (QCBS) process and seeks experienced agencies capable of delivering high-quality vocational education, deploying qualified trainers, maintaining robust quality assurance systems and implementing digital monitoring through Learning Management Systems (LMS) or Management Information Systems (MIS).

To qualify, applicants must possess at least three years of organisational existence, an average annual turnover of ₹2 crore over the last three financial years, and successful execution of at least two similar Government or public sector skill development assignments covering a cumulative minimum of 5,000 beneficiaries. The RFP also mandates an operational presence in Karnataka, access to training centres, availability of experienced trainers and submission of comprehensive technical and financial proposals.

The estimated project value stands at ₹1.9375 crore with an Earnest Money Deposit (EMD) requirement of ₹2 lakh and a tender processing fee of ₹4,850. Interested organisations must submit their proposals online through the Karnataka Public Procurement Portal before 20 August 2026.
