Scope of Work

The selected agency shall be responsible for:

1. Establishment of complete Skill Development Training Labs.
2. Supply, installation, testing and commissioning of all equipment.
3. Procurement of furniture, tools, software and accessories.
4. Infrastructure setup.
5. Training delivery.
6. Technical support.
7. Installation services.
8. Supply of consumables.
9. Practical skill development.
10. Industry-oriented vocational training.
11. Assessment support.
12. Complete operational readiness of the training centre.

Training shall be conducted in the following NSDC job roles:

1. AI – Desktop Publishing (DTP)
2. Fashion Designer
3. General Duty Assistant (GDA)

Total Training Capacity:

1. AI DTP – 60 Candidates
2. Fashion Designer – 55 Candidates
3. General Duty Assistant – 50 Candidates

Total Beneficiaries: 165 Candidates

1. Legally registered organization.
2. Experience in skill development training.
3. Similar work experience.
4. Financial capability as prescribed.
5. Submission through GeM Portal.
6. Submission of all supporting documents.
7. Technical presentation as part of evaluation.

The technical evaluation gives weightage to:

1. Organization operating in Assam for at least 10 years.
2. Average annual turnover.
3. Experience with Development Councils / Autonomous Councils.
4. Skill Development Training work orders.
5. Government project implementation.
6. Training experience of minimum 3000 candidates.
7. Technical Presentation.
8. Training methodology.

Minimum Average Annual Turnover:

1. ₹2 Crore (Technical Evaluation Criteria)
2. GeM Bid Eligibility mentions minimum turnover of ₹30 Lakhs for the last three financial years.

Assam Government Invites Bids for Skill Development Training Agency at Moran National Skill Development Centre

The Government of Assam has announced a significant opportunity for experienced skill development organizations through the release of a GeM-based tender for the Selection of an Agency for Skill Development Training under Employment Generation Courses at Moran National Skill Development Centre, Rupai. The initiative is being implemented under the One Time Special Grant for Development of Moran Community (Phase-V) by the Office of the District Commissioner, Tinsukia.

The project aims to provide high-quality vocational training to unemployed youth from the Moran Community by establishing modern training infrastructure and delivering industry-relevant courses aligned with National Skill Development Corporation (NSDC) standards.

Under the project, 165 beneficiaries will receive training in three high-demand job roles—AI Desktop Publishing (DTP), Fashion Designer, and General Duty Assistant (GDA). The selected training partner will be responsible for setting up fully equipped training laboratories, installing machinery and software, supplying learning resources, and ensuring the successful delivery of practical, employment-oriented training.

The tender follows the Quality and Cost Based Selection (QCBS) methodology with a 70:30 Technical-to-Financial evaluation ratio, encouraging participation from experienced organizations with a strong track record in government-funded skill development initiatives.

Bidders are expected to demonstrate substantial experience in implementing vocational training programs, particularly within Assam, and must furnish supporting documents related to turnover, work orders, organizational capability, and training outcomes. Technical presentations will also form an important part of the evaluation process.

The GeM bid closes on 11 August 2026 at 4:00 PM, with technical bid opening scheduled for 11 August 2026 at 4:30 PM. Interested organizations should ensure timely submission of all required documents and comply with the GeM bidding process.

This initiative reflects the Assam Government's continued focus on strengthening employability, entrepreneurship, and sustainable livelihoods through targeted skill development interventions.
