Scope of Work
The scope of work includes the modification of Room No. 100 at NIEPA Campus, New Delhi, along with related civil and electrical work as per the tender terms, BOQ and site requirements. The work broadly includes:
- Modification / renovation of Room No. 100 at NIEPA Campus.
- Civil works related to building renovation and interior improvement.
- Electrical works as per BOQ requirements.
- Carpet tile installation.
- Acoustic / wooden slat wall paneling work.
- Supply, installation, testing and commissioning of cassette-type split air-conditioning units.
- Copper refrigerant piping and related installation works.
- Any other miscellaneous civil work within the campus that is admissible under the BOQ and tender scope.
Bidders are advised to visit the site before quoting rates, as no later claim for site difficulties or rate enhancement will be considered.

Eligibility Criteria
The tender is open to eligible and experienced contractors / firms capable of executing civil and electrical renovation works. Bidders must:
- Be registered on the CPP e-procurement portal.
- Have a valid Digital Signature Certificate.
- Submit the bid online only.
- Have experience in similar civil and electrical building renovation / construction works.
- Meet turnover, solvency and work experience requirements.
- Submit PAN and GST registration details.
- Submit valid MSME / NSIC certificate if claiming EMD exemption.
- Submit declarations related to blacklisting, code of integrity, conflict of interest and procurement restrictions from countries sharing land borders with India.
- Deploy competent technical staff / site engineer / supervisor for execution.
- Comply with labour laws, safety rules, campus security requirements and statutory obligations.

Submission Guidelines
Bids must be submitted online only through the CPP Portal. Offline submission by hand, post, fax or email will not be accepted. The tender must be submitted in two parts:
Part-A: Technical Bid
This includes eligibility documents, experience certificates, financial documents, declarations, undertakings and company credentials.
Part-B: Financial Bid / BOQ
Bidders must quote item rates only in the prescribed BOQ format. The BOQ format should not be modified. If the BOQ file is altered, the bid may be rejected.
Bidders should digitally sign and upload all required documents, ensure that all pages are properly numbered, and submit the bid before the deadline. Corrigendum or amendments, if any, will be published only on the CPP Portal and NIEPA website.

Important Contract Conditions
The successful bidder must complete the work within 30 days, calculated from the 10th day after issue of LOI. A Performance Security of 5% of the tendered value must be submitted after award. The Defect Liability Period will be 12 months from completion and handing over of work. Liquidated damages may apply for delay at 0.5% of contract value per week, subject to a maximum of 10% of contract value, excluding GST.
NIEPA reserves the right to reject any or all tenders, amend tender conditions, change quantities, or accept / reject bids without assigning reasons, as per the tender terms. Bidders should verify all corrigenda before submission. |
